Drain them, reserving the soaking liquid. Seed and chop the chiles. Set aside. If using canned peppers, simply drain and chop them. In a 5-quart Dutch oven, heat the oil. Saute the onion, green pepper, and garlic until the onion is translucent, about 8 minutes, stirring occasionally. Mix in the chile powder, cumin, oregano, paprika, cinnamon, and cayenne until the vegetables are coated and the seasonings release their aroma, about 1 minute. Immediately add the soybeans, tomatoes, the chopped chiles with their soaking liquid, and 1 cup water. Mix in the 1/4 cup cilantro and add the bay leaf. Simmer the chili 30 minutes. Mix in the corn and cook until it is heated through. Add salt to taste and serve. Pass bowls containing cilantro, onion, and Tofu Sour Cream. Serve with brown rice, if desired. - - - - - - - - - - - - - - - - - - - Per serving: 78 Calories (kcal); 4g Total Fat; (43% calories from fat); 2g Protein; 10g Carbohydrate; 0mg Cholesterol; 12mg Sodium Food Exchanges: 0 Grain(Starch); 0 Lean Meat; 1 1/2 Vegetable; 0 Fruit; 1/2 Fat; 0 Other Carbohydrates Nutr.
