In a medium bowl, combine the baking mix, water and cheese, mixing thoroughly. Spoon the mixture into 12 portions on a nonstick baking sheet coated with nonstick spray. In a small bowl, mix together the butter, parsley, and garlic powder. Brush butter mixture on the top of each biscuit and bake for 8-10 minutes or until golden.
