Sacramento -- Gov. Arnold Schwarzenegger today announced that he has

reached an agreement with federal officials to send about 1,000

California National Guard troops to the border with Mexico as part of

President Bush's plan to secure the border.

Schwarzenegger said that the terms he agreed to are " significantly

different'' from the plan laid out by Bush and that only National Guard

troops volunteering for border duty will be deployed.

" We will not involuntarily call to duty these brave men and women who

have just come back from Iraq,'' Schwarzenegger said.

The guard's participation will end no later than Dec. 31, 2008.

The Republican governor said he was sending the guard " reluctantly, "

and his decision ends two weeks of discussions with federal

authorities. Schwarzenegger said the state National Guard troops will

not conduct law enforcement duties, but will assist border patrol

agents.

The governor said the federal government has agreed to pay for the

deployment and that troops will rotate every six months to a year,

rather than the two- to three-weeks that federal officials had

suggested.
