Here in Southern Oregon at this time of year we have the same troubles with yellow jackets. They tend to be really drawn to meat, which is probably why they go straight for the cat food dish, since cats are mostly carnivorous creatures by nature. When we would go camping with our omnivore friends, they would bring along some scented dryer sheets, like BOUNCE or some other brands. They would use duct tape to tape them around the edge of the campground dining tent area, and it seemed to really help. Also placing a plate of food [meaty food] outside the camp area just for the yellow jackets, so they would be busy with that while the cats eat in peace.
