I found that I had a sun burn rash like rosacea on cheeks, mouth area when I used a certain moisturizing cream.It was a real surprise as it was hypoallergenic and not tested or containing animal products. Omega 3s are a good recommendation to try as well. If he continues to have the rash and emotional issues, I'd explore the possibility of other allergens/sensitivi ties.
