In Australia (and most probably NZ), yes, but in the US, no.

 

Potato starch is a very fine pure white starch. Potato flour is a heavier

yellowish flour. The yellowish potato flour is not available in Australia.

 

I've seen potato starch called " potato starch flour " and " potato flour " .
