There's a few ideas on this page. http://www.ivu.org/recipes/eastasia/ In and around Vancouver, BC Canada there are a number of Buddhist vegetarian restaurants that do not use either, although of course soy is part of most dishes, and there may be wheat in the the soy sauce too... so I don't eat there anymore.
