(4 medium) potatoes, cut into 1 inch pieces Salt 1 red bell pepper, finely chopped 1/2 cup thinly sliced green onions 2 TB chopped fresh cilantro ~~~Dressing~~~ 1/3 cup peanut oil 3 TB rice vinegar 1 TB soy sauce 1 tsp. sesame oil 1/2 tsp. fresh garlic, finely chopped 1/4 tsp. cayenne pepper 1/8 tsp. ground white pepper, or to taste In large sauce pan, combine 5 cups water, potatoes and 2 teaspoons of salt; bring to a boil. Reduce heat to medium; cover and cook 12 to 15 minutes or until potatoes are tender when pierced with a fork. Drain well and set aside. In blender container, combine all dressing ingredients; process until well blended. In large bowl, combine potatoes, bell pepper, green onions and cilantro. Add dressing; toss to coat.
