The registration turned out to be a "Yangmou", a trap, which gives the government the lead to break into their homes and slaughter their dogs weeks later. If successful, if may deter other local governments from following suit in the future. is it possible to win ? we dont have laws regarding this in china bah? Yes, it is possible. The lawsuit will emphasize the violation of the rights of the owners whose dogs got botched. As certificate/permit holder who paid government administration fee, and as an owner who paid government to have their dogs vaccined, they have to right to ask for compensation. The owner 0A is suffered in both losing of his personal property and being traumatized emotionally by the depriving of his companion which he/she may be deeply emotionally attached. We have now new "administrative laws" which allow local government to be sued by certain provisions. Also, the good thing is, this lawsuit is not suing government for directly violating human rights, which will be a way more sensitive issue. The last thing the local communist cadres want is an drama which may jeopardize the stability of their ruling and thus the security of their political promotion. Even if the lawsuit is lost, the other "cadres" will have to be much more hesitant to do similar things cuz the unnecessary risk involved with their career. -- Luguan Yan, International liaison of CSAPA P.S. Some of the local humane societies (i.e. Du Yufeng fr Guangyuan) have collected some victimized owners who had their dogs vaccined in response to government's call.
