Beth McCann has introduced a bill that she said would take a bite out of the puppy-mill industry. McCann, D-Denver, joined in a news conference on the west steps of the state Capitol on Wednesday, flanked by supporters who held signs depicting dead, discarded and mistreated dogs at puppy mills. House Bill 1172 would limit breeding operations to 25 breeding dogs. It also would require that a license be revoked if a breeder is convicted of animal cruelty. Additionally, it would mandate that a licensed veterinarian certify annually that a dog is healthy before it can be bred. Other states, including Louisiana and Virginia, have already passed legislation limiting the number of dogs in breeding facil ities. HB 1172 was assigned to the House Agriculture Livestock and Natural Resources Committee for consideration.
