Linda Brown, of Spring City, who also operates as Jolindy's German Shepherds, holds a commercial kennel license that allows her to keep more than 250 dogs. She had 84 dogs on the property when the inspection took place on Dec. 10.JoLindy, from which Vice-President elect Biden purchased his puppy, is a small kennel operated by Linda Brown that does not require a state issued kennel license.
