Press ReleaseFor Immediate ReleaseNovember 19, 2008Washington D.C.FBI National Press Office(202) 324-3691Reward Increased for Operation Backfire Fugitives Today, the Federal Bureau of Investigation and the Bureau ofAlcohol, Tobacco, Firearms and Explosives (ATF) announced anincreased reward for information about fugitives being sought fortheir role in a domestic terrorism cell. Specifically, the FBI isoffering a reward of up to $50,000 for information leading to thearrest of Josephine Sunshine Overaker, Joseph Mahmoud Dibee, JustinFranchi Solondz, and Rebecca Rubin. These individuals were membersof the domestic terrorism cell, referred to as "The Family," whosecriminal actions included vandalism, animal releases, arsons, andattempted arsons across Oregon, Washington, California, Wyoming, andColorado."We depend on the assistance of our domestic and international lawenforcement partners in this ongoing fugitive search," saidExecutive Assistant Director Arthur M. Cummings, II, of the FBI'sNational Security Branch. "These individuals are terrorists;regardless of their political or social message, their actions werecriminal and violated federal laws. The FBI has remained steadfastin the search for these individuals and is making every effort tolocate these fugitives and bring them to justice."From 1996 to 2001, these individuals conducted a range of criminalactions throughout the United States in the name of the AnimalLiberation Front (ALF) and Earth Liberation Front (ELF). They wereresponsible for at least 25 domestic terrorism criminal actionstotaling over $48 million in damages, including the largesteco-related arson in history, a $26 million arson at the Vail SkiResort in Vail, Colorado. To date, Operation Backfire has resultedin the indictment of 17 individuals for eco-terrorism criminalactivities, four of which remain at large, possibly overseas."The crimes perpetrated by ALF and ELF have proven violent andpotentially deadly, as the criminals use sophisticated incendiarydevices, pipe bombs, and tactics" said ATF Deputy Assistant DirectorWilliam McMahon. "As these fugitives are still on the run, lawenforcement must remain aggressive in our pursuit. The ATF willcontinue to work with the FBI to battle the twin menaces of violentcrime and terrorism."Detailed descriptions of these fugitives are available onwww.fbi.gov.
