Police seek hunter in Newton Twp. shooting accident - fled the scene

I find the last line to be able to be interpreted in two ways. My interpretation is why, indeed would they "continue to investigate the shooting as an accident." ?

Hazelton was hit with a shotgun blast

from a third hunter who was about 35 yards away in the wooded area, police said. When Hazelton and his uncle began to yell that one of them had been struck, the third hunter - an unknown male hunter dressed in camouflage -- fled on foot to his vehicle, police said. The vehicle is described as a taupe four-door Buick with a red landau top, police said.Hazelton was taken to Community Medical Center in Scranton for treatment of injuries to his head, arm, body and legs, police said. His injuries were not considered to be life-threatening.

Police have no explanation as to why the hunter would flee and continue to investigate the shooting as an accident.
