Dear Companion Pet Lovers ~

 

 

GREAT news from our rescue friends in Baton Rouge!   The EBR Metro Council voted in favor of an addendum to prohibit the sale of any live animals (puppies, kittens, baby chicks and bunnies too) on any public right of way (parking lots, flea markets etc.). 

 

Let's hope more communities follow this lead...

Dear volunteers and pet lovers,

 

Throughout the year WE ALL NOTICED THE TRAGICALLY GROWING NUMBER OF BACK YARD BREEDERS CROWDING OUR PUBLIC RIGHT OF WAYS.  They came like locusts to Wal-Mart and Lowe's every weekend with babies too young to be in the blistering heat away from their mothers. We know from experience that many of these babies end up in our shelters or being put down when the novelty wears off.

 

We all complained wishing there was some way to stop them. Now there is. On September 24th we will have our chance. The EBR Metro council will meet to vote on the passage of an addendum to prohibit the sale of any live animals- puppies, kittens, baby chicks and bunnies too- on any public right of way- parking lots, flea markets etc.

 

We need to write, call and (nicely) harass our councilmen to support this amendment to Title 14.   If you can actually attend the meeting (it would be wonderful) in addition to the calls and e-mails,  it is at the courthouse - 222 St. Louis St., Room 364, on September 24th, at 4pm. Some warm bodies to support the passage of this amendment would be a win-win for all of us- after all, not a single one of these puppy peddlers was from East Baton Rouge, so to add insult to injury, they aren't even paying taxes here.

 

Below are the addresses of council members by district and below that is a form letter you can use. Thank you all in advance. I know we can make this a successful endeavor. Additional contact info can be found on the Metro Council web page.

 

For starters, though, you can send blind copies to each one of the following:

Zona Pickens, a long time CAAWS volunteer and a huge supporter of the bill has asked that we have no more than 2 people from each group speak at the meeting to circumvent redundancy.

CAAWS

Cat Haven

APAWS (even though they are another Parish, they will be affected by this and hopefully we can help them do this as well)

LCCOC

 

Any breed rescues and legitimate breeders out there who most assuredly DO NOT peddle their animals as impulse items in mall parking lots.  We need as many warm bodies as possible showing city council that pets should not be treated as impulse buys and this is NOT acceptable in our Parish- and eventually- our state. AMENDING TITLE 14 (ANIMALS), OF THE CODE OF ORDINANCES OF THE CITY OF BATON ROUGE AND PARISH OF EAST BATON ROUGE, SO AS TO ADD SECTION 14:215.1 THERETO, RELATIVE TO ANIMAL SALES PROHIBITION IN EAST BATON ROUGE PARISH.

 

 

BE IT ORDAINED by the Metropolitan Council of the Parish of East Baton Rouge and City of Baton Rouge that:

Section 1.  Title 14, Chapter 2, of the Code of Ordinances of the City of Baton Rouge and Parish of East Baton Rouge is hereby amended, so as to add Section 14:215.1 thereto, which shall read as follows:

"TITLE 14.    ANIMALS.

CHAPTER 2.    KEEPING OF DOMESTICATED ANIMALS

 

PART I.   DOGS AND CATS

 

Sec. 14:215.1 Prohibition on animal sales in restricted areas.

 

No person shall sell, exchange, barter, trade, lease, rent, give away or display any live animal on any roadside, public right-of-way, parkway, median, park, playground, swimming pool, or other recreational area, flea market, commercial or retail parking lot, or property adjacent to such locations, that is generally accessible to the public, regardless of whether such access is authorized or not.

 

Exception:  This section shall not apply to humane societies, animal welfare groups, animal control agencies or  non‑profit organizations sponsoring animal adoption events.

 

Violation:  Penalties for violation of this section  are proscribed in Sec.14:208."

 

 

Section 2.  The provisions of this ordinance are declared to be separate and severable.  The invalidity of any clause, sentence, paragraph, subdivision, section or portion of this ordinance, or the invalidity of the application thereof to any person or circumstances shall not affect the validity of the remainder of this ordinance, or the validity of its application to other persons or circumstances.

Section 3.  All ordinances or parts of ordinances in conflict herewith are hereby repealed..
