Both times I have posted the link to sign the petition it DID work. There were spaces that had to be closed in the URL. But this complaint form would be much more effective in catching and punishing these sickos - so please, when you click on it if it doesn't come up, make sure the spaces in the address bar are closed. I just did that and it IS working.
