Pls. call to make SURE laws protecting Carriage Horses from heat are enforced!!! Heat wave expected!

The weather on Saturday, Sunday and Monday is expected to be over 90 degrees and very humid in NYC. The applicable carriage horse law is listed below. I have highlighted the pertinent areas. Please note that

humidity is not part of the equation. It must be 90 degrees Fahrenheit for the horses to be ordered back to the stables.The ASPCA Humane Law Officers (HLE) are charged with enforcing these laws. However, the ASPCA is closed on the weekend when the temperature is expected to go beyond 90 degrees - so if you call, you will get a voice mail system that sometimes does not take messages. We hope that the HLE officers will be on the job. Please take a moment on Friday to call the HLE division of the ASPCA at: 212-876-7700 x 4450. Ask them if they expect to have officers on the job over the weekend to monitor the temperature.Thank you. Carriage horses shall not be worked whenever the air temperature is 90 degrees Fahrenheit or above. 3. For the purposes of this subdivision, temperatures shall be those measured by a

state-of-the-art thermometer, as determined by the commissioner, as measured by the commissioner or his or her designee at street level at one of the stands designated pursuant to section 19-174 of the code. 4. If the temperature exceeds the limits set by this subdivision during the course of a particular ride, at the ride's conclusion, but no later than one-half hour after the temperature exceeds these limits, the operator must immediately cease working, move the horse to an area of shelter, where available, rest the horse and then walk it directly to its stable. All horses so returned to their stable must be unbridled and unharnessed

and must remain at the stable for at least one hour, and thereafter, until such time as the weather conditions shall once again reach acceptable limits.
