(2008-05-28) Governor Mike Beebe is giving more specifics on whatprovisions he'd like to see in a stricter animal cruelty for thestate.Beebe said in a call-in show this spring that he would fight for atougher law, including felony designation for some offenses. Arkansascurrently has only misdemeanor penalties for animal cruelty."We're going to look at all the proposals, but as I've said, we need astrong animal cruelty law that makes it a felony on the first offense,and takes into consideration normal husbandry practices," Beebe toldKUAR Tuesday.In the 2007 legislative session, a bill sponsored by state Senator SueMadison failed, under objections from the Arkansas Farm Bureau.
