Guest guest Posted March 4, 2007 Report Share Posted March 4, 2007 California Assembly member Lloyd Levin has authored a bill, AB 1634, the California Healthy Pets Act, which will mandate that most pets are spayed and neutered. Breeders must pay for certificates to allow their animals to remain unaltered. Millions of animals are put to sleep every year in the US due to backyard breeding and stray animals reproducing on the streets. This act will actually reduce the amount of money spent on pet overpopulation by bringing in money from these breeding certificates to help shelters fund their spay and neuter programs.
