The rescuer was not allowed to pull dogs unless she used the transport of the aco's choice. This rescuer is known to spend exorbitant amounts of money and they were looking to get paid. The aco did not make sure they had health certificates. This was just reported by a rescuer that knows first hand.Patricia Breen
