Animal Enterprise Terrorism Act (AETA), S. 1926 and H.R. 4239 Dear Members of Congress, It has come to our attention that the U.S. Congress is consideringlegislation that would (1) label free speech as terrorism; (2) label animaladvocates as terrorists; and (3) prohibit non-violent civil disobedience. This outlandish piece of legislation, entitled, Animal Enterprise TerrorismAct (AETA), states that if an animal industry can show $10,000 in lostrevenues due to protesting, exposing their acts of cruelty or other vagueinterpretations, the protestor can be fined, jailed and forever labeled aterrorist. We feel that this depraved indifference toward helpless, suffering beings is cruel and intolerable. We cannot and do not want toimagine that American society has a place for such lack of concern for life. You must be aware now that various national organizations strongly opposethis bill. The Animal Legal Defense Fund,

American Jurist, Humane Society ofthe United States, American Society for the Protection of Cruelty toAnimals, American Civil Liberties Union, and many others have publiclyvoiced their disgust for this flagrant abuse of freedom of speech. We agree with these organizations in that the AETA is overbroad, vague, andunnecessary. The AETA could impact the ability to engage in litigation aimedat protecting abused animals against industries that exploit animals. We areextremely concerned as to Congress' motive for criminalizing speech andpunishing peaceful protests of animal cruelty. We are outraged that thisbill will deter Americans from exercising their First Amendment rights toadvocate for reforms in the treatment of animals. Animal lovers throughout the U.S. are outraged at the possibility that theAETA may be passed. As animal advocates who fight animal cruelty and abuseon a daily basis, we urge you to

compassionately address this matter andoppose the Animal Enterprise Terrorism Act, S. 1926 and H.R. 4239. Thank you for your swift attention to this matter.
