I am very disappointed in KY Trooper Post 14...we need some letters

 

I have always had very good luck getting cruelty investigated with the KY Trooper post 8...there are some wonderful, dedicated officers in that post...I have written letters to the commissioner before praising several troopers in post 8....There are also several other posts in the state with excellent caring troopers that I have heard great things about....

 

I learned today that the troopers at post 14 are not as wonderful...

 

They assured me they take all valid cruelty seriously and will investigate but they do not feel what I have witnessed this past week is intentional cruelty...

 

525.130. Cruelty to animals in the second degree -- Exemptions (1) A person is guilty of cruelty to animals in the second degree when except as authorized by law he intentionally or wantonly:

(a) Subjects any animal to or causes cruel or injurious mistreatment through abandonment, participates other than as provided in KRS 525.125 in causing it to fight for pleasure or profit (including, but not limited to being a spectator or vendor at an event where a four (4) legged animal is caused to fight for pleasure or profit) mutilation, beating, torturing any animal other than a dog or cat, tormenting, failing to provide adequate food, drink, space, or health care, or by any other means; (b) Subjects any animal in his custody to cruel neglect; or © Kills any animal other than a domestic animal killed by poisoning. This paragraph shall not apply to intentional poisoning of a dog or cat. Intentional poisoning of a dog or cat shall constitute a violation of this section.

The penalty for this crime is up to a $500 fine and/or up to 12 months in jail.

Last week I called the state police at post 14 about a little goat that was tied to the side of a hill in someones driveway...I watched the goat for several days and did not see any sign of human activity around the animal...it had eaten all the vegetation from the area and had dug a spot out of the hillside for shelter. The day I reported this, the little goat had it's tail down against it's behind...this is a sign a goat is in distress...a goats tail should be straight out or up...When I passed that evening they had moved and tied the goat to another spot in the drive with more vegetation and some water...

 

Today I passed by and the goat was laying there dead, soaking wet...with the rope used to tie it still around it's neck. I got out and took some pictures. It was not easy to do. When I got to work I called the troopers again and reported the goat was now dead...apparantly the people had left it tied to that spot all night in these terrible storms...

 

Imagine my shock when I was told there were dead cattle everywhere after last nights' storms...I couldn't possibly expect everyone to get all their animals in...I calmly explained to him we are not talking about a farm, even though his comment upset me greatly, I managed to stay calm...this is a person's home and the goat is in their DRIVEWAY...they have several outbuildings around the house and even a porch that they could have put this animal in to at least weather out the storms...I explained to him these people could look out their window and see the goat. It wasn't like the goat was out in the field and they couldn't get to it...it was right there in front of their eyes. I told him this IS a violation of KY state law and he had to by law investigate this report.

 

He gave me the number for the Carter County Dog Warden and told me to speak to him...

 

I am writing a letter to the KYSP Commissioner...Mark Miller...and expressing my disappointment with the troopers at post 14...I urge you to do the same...Please keep letters cordial and polite and have them express disappointment that these troopers at post 14 have failed to do their job. It is very important that these letters be polite....

 

I cannot imagine the fear that went through that poor little goats mind...the storms were violent and powerful...the poor thing didn't stand a chance....
