He is incapapble of compassion. At the very best, he is a person that enjoys the suffering of other creatures...at worst, he is a menace and liability to every single person he encounters. Jail him immediately and please make a conditiion upon his release that NO animals are allowed in his home. Also, he must have extensive anger management courses and counseling.
