The United States is a signatory inan agreement thatallows domestic law enforcement to use tear gas and peppergas, but sincethe UN Commission makes no specific mention of it, theDepartment of Defensewants a specific ruling as to whether it can dispense to theOffice ofHomeland Security and other domestic law enforcementagencies (including UStroops based on US soil) its new high potency Valium gas foruse against UScitizens for the purposes of riot control.The Department of Defense did an internal report, which issecret, and whichit refuses to release, but details were apparently leakedout by someanti-Bush faction within the Department of Defense (DoD).The DoD has notedthat domestic disturbances are on the increase in the UnitedStates. Theydid a theoretical study based on the concept that GeorgeBush would remainin office for a second term and that the Bushonian economicagenda wouldcontinue and that the Bushonian "national security" agendawould continue tofurther strip American citizens of their rights andliberties.Under that guise, the Department of Defense predicted thatthe result wouldbe an enormous increase in civil disobedience - even more sothan we areseeing now. The DoD initially said that it's because of theriots we've hadat the IMF and World Bank meetings and so on and that theyneed strongermeasures to control radicals, but what they were reallylooking at, however,was a longer-term.The DoD report stated that if Bush is "elected" in a secondterm and ifBushonian economics (which they noted creates a long termdeleterious effecton our economy is continued), then more and more of theAmerican citizensare going to see the value of their 401(K)s and IRAs wipedout.The report also noted the growing insecurity of the domesticpension systemsbecause of the Bush administration's refusal to fundlegislation toguarantee pensions and its refusal to pressure corporationsthat give largemounts of money to the Republican Party to shore up theirown pensionsystems.The DoD said that more and more of the American people willhave theirretirements destroyed through Bushonian economic malfeasanceand thetremendous budget deficits, which said malfeasance generatesand whichcauses an increase in the national debt. The DoD conclusionis thatBushonian economics is essentially a downward spiral, whichcontinuesendlessly. When that this is combined with increasinglyrestrictive statesecurity measures denuding the American people of more oftheir civilrights, eventually more and more people may start resortingto civildisobedience to complain about it.The DoD is concerned that an increasing number of peoplewill see throughthe "façade" of the Bush administration. Though the Pentagonintended tokeep this report secret, parts of it have leaked out andhave been reported.Consequently, should Bush remain in office for a second termwith, ofcourse, the normal Bushonian economic malfeasance intact, ifmore peoplebegin to identify George Bush with the destruction of theirretirement andthe loss of confidence in our marketplace and as more oftheir liberties aretaken away under the guise of "the war on terrorism," thenthe Department ofDefense wants the ability to invoke "stronger measures" tocontrol ananticipated surge in civil disobedience. That's why they'reasking the UNCouncil for a ruling on the use and distribution of this newhigh potencyValium gas.The same DoD report also will recommend to the White Houseand the Office ofHomeland Security a longer term option (LTO) wherein theDepartment ofDefense could covertly undertake a program to saturate thenation's watersupply with a soluble form of Prozac.The DoD used a group of psychologists to come up with areport and they saidthat the DoD not only had the problem of quelling increasingdomesticdisturbances, but that there was a possibility of anopposite reactionoccurring at the same time.They noted that since the election of George Bush, the useof Prozac hasincreased by 30% and it was the opinion of this board ofDepartment ofDefense psychologists that if Bush has another term inoffice, it could leadto mass depression in the United States, wherein suicide andhomicide ratescould continue to rise.There is also a memorandum from the FBI, expressing concernsabout this --that if Bush is allowed a second term in office, there couldbe not only aneconomic depression but also a mass psychological depressionin the UnitedStates.If you wanted to deal with your problems, you could just goto ademonstration and get gassed with Valium, then you could gohome and drink aglass of tap water dosed with Prozac. A general, who didn't want to be identified on CNN,kept sayingthat the Department of Defense gets unfairly lambasted. Hesaid the reasonthat happens is because the Bush Administration "keepsforcing us to buyweapons systems we don't want and which don't work." Theunnamed generalactually pointed to the recent contract given to theBoeing-Bell consortiumto produce the V22 Osprey, which the Air Force calls "TheV22 Death Trap."Sometimes the Department of Defense is actually unfairlycriticized. Thereason they sometimes overpay for toilet seats and hammersis to hide theproblems like the amount of money they have to spend to fixweapons systemsthat don't work which they are continuously forced to buyfor politicalpurposes. Like the man said, every V22 the BushAdministration forces us tobuy is another $3 million in the Republican coffers.The economic picture is getting bleaker and bleaker. Wecontinue torecommend the Smart Republican Money strategy of shortingthe rallies andcovering on the dips.Fed Chairman Sir Alan Greenspan is going to be talking tothe other FederalBank board members. Greenspan, rewarded by the Queen ofEngland forproviding "economic stability," has received only an"honorary knighthood."All honors bestowed on US leaders and politicians are always"honorary" inrecognition of the 13th Amendment, which disallows Americancitizens fromreceiving "titles of nobility." In other words, Greenspanwill not appear inthe British Book of Peerage, nor does he become a Peer ofthe Realm and, ofcourse, he can't serve in the House of Lords. Other"honorary" Members ofthe Order of Bath include Ronald Reagan, George Bush Sr.,NormanSchwarzkopf, Colin Powell, Casper Weinberger and RudyGiuliani. This meansthat Sir Greenspan can't be Chairman of the Federal Reserveand a member ofthe House of Lords at the same time.In other news, demonstrators against the IMF conference inWashington DC arebeing handcuffed, beaten and dragged out as well as zappedwith the newso-called non-lethal weapons.The commander of the police force was laughing saying thatthey got theirnew shipment of high technology non-lethal control devicesand that "wecan't wait to try them out on the demonstrators." Thisincludes the newsuper duper ultra high voltage tasers and the spinning netswith the leadweights. They were hoping to test out these new devicesduring thedemonstrations. They were clubbing demonstrators left andright, but it'sjust practice for what's coming.People will start to get their IRA and 401K statements forthe month ofSeptember, and they will get more depressed in a market,which is alreadythe worst month of the year, while everyone is whispering"collapse" behindthe scenes.Then there's the fact that liquidity in the US economy hasbeen essentiallydrained and there isn't any money left for all practicalpurposes, while wecontinue to spend billions every month fighting a "war onterrorism," whichis compeletely deficit financed.When Secretary of Treasury Paul O'Neill was asked about theprice tag forthe war on Iraq, he said it was "irrelevant". For allintents and purposes,he's correct because the estimates range from $60 billion to$200 billion upfront -- plus God knows how much money down the line becausewe don't knowwhat kind of commitment we're going to have to make later tostabilize thegovernment of Iraq -- assuming that we get Saddam Husseinout of power.But as O'Neill said -- it really doesn't make any differenceanymore - howmuch it is. The rationale is that there isn't any moneyleft. In otherwords, it would all be deficit financed anyway. This meansthat thegovernment will just issue more bonds to finance it andthose bonds justbecome part of the over all national debt. There is awidespread expectationnow that that debt will never be paid and that we areeffectively beyond thepoint of having to worry about it.The Treasury Department has invoked the Special Protocol 157and thoseSpecial Protocols that exist in the 160 Series of long-termprotocols. Inother words, we are now operating under the assumption thatthe UnitedStates will eventually experience an economic collopse.What O'Neill was saying is that we are now operating underthe long-termassumption that United States will collapse. There is somuch debtaccumulated that nobody even knows how much there really isanymore. Therehas been so much fraud and malfeasance through theReagan-Bush years and nowonce again that the Bushes will cause the country toeffectively collapse atsome point, and therefore what real difference does it make?The only difference it makes is for government to continueto maintain theBig Lie Principle and make the people think that -- oh yeswe can continueto service our debt because it doesn't look so bad on theservice. Everytime you hear Bush say that we're only devoting 24% of ourfederal budget todebt service and look at Britain they're devoting 37%,remember that thedifference is that Britain is actually paying on all thedebt it hasoutstanding and we're not. Over half of our debt, nowclosing on two thirds,is hidden under convoluted, non-marketable, non-interestaccrued, contingentsecurities.The Bushes have effectively created (from 1980 to 1992 andagain from 2000to however long Bush serves or lives or whatever) a giantballoon mortgagefor the country.That's really the best way to put it. We're servicingbetween a third and ahalf of our debt, but we're not telling you that the rest ofthe debtexists. Although we know that it exists. And it's all issuedon anon-marketable accrued deferred semi-compounded rejiggeredballoon payment.The debt that is not being serviced (and this isparticularly true of the$3.5 trillion of non marketable US Treasury bonds that theReagan Bushpeople stuck into the Social Security trust fund to bleedout all the money)continues to accrue interest at the rate of $100 billion ayear. They're3.5% bonds, but that interest is not being paid.People need to understand that as long as Bush stays inpower, you can makemoney, but you have to do it the smart way.There's another reason why the Department of Defense wantsto put Prozac inthe water supply. The Department of Justice has begun tonotice a verydisquieting correlation - a rapid and tremendous increase inviolent crimeover the last six months. These include murders, kidnapping,rapes, andassaults, and this has occurred in correspondence with thetime when peopleget their IRA and 401(K) statements.Also, in the first week of every month, suicides haveincreased six foldsince Bush was elected. It happens in the first weeks of themonth. That'swhere the greatest increase has been. Of course, there havebeen 2 millionjobs lost and 2 million citizens have been forced intobankruptcy. That'swhat is pressuring these crime rates. And that's why I thinkit's a goodidea to put Prozac in the nation's water supply. I'm sureGeorge Bush thinksit's a wonderful idea.
