VERY URGENT!

Today (10/03/2001, Wednesday), the House of Representatives

is expected to debate and vote on H.R. 2646,

the Farm Security Act of 2001 (known as " the Farm Bill " ).

 

This is a tremendously important opportunity because we

expect some key animal protection amendments to be offered to

H.R. 2646. Your help is needed immediately.

 

Read the message below and PLEASE CALL your U.S. Representative

after 9:30 a.m. (EST) on Wed., Oct. 3rd --- as soon as possible.

Urge them to VOTE YES on the following amendments to the Farm Bill:

 

 

1. ACKERMAN-HOUGHTON DOWNED ANIMAL PROTECTION

AMENDMENT :

 

This amendment mirrors the language of H.R. 1421, the Downed Animal

Protection Act, which has 114 bipartisan cosponsors (to check if your

Representative is already a cosponsor, go to http://thomas.loc.gov and

search for H.R.1421). This amendment, offered by Representatives

Gary Ackerman (D-NY) and Amo Houghton (R-NY), will address the

problem of " downed animals " --- cows, steer, pigs, and sheep who,

because of grave injuries or illness, are unable to stand or walk.

Current policies do nothing to prevent livestock handlers from

beating,

kicking, and dragging these animals all the way to the slaughterhouse.

Many downed animals are merely pushed with a bulldozer into a

" dead pile, " where they slowly succumb to their injuries and illness.

 

The Ackerman-Houghton amendment will prohibit stockyards and other

intermediate markets from transferring or selling farm animals who cannot

walk because of illness or injury, instead requiring that they be

humanely

euthanized.

2. BLUMENAUER-TANCREDO ANTI-COCKFIGHTING

AMENDMENT :

 

This amendment mirrors the language of H.R. 1155, the anti-cockfighting

bill that has 203 bipartisan cosponsors (to check if your Representative

is already a cosponsor, go to http://thomas.loc.gov and search for

H.R.1155).

 

This amendment, offered by Representatives Earl Blumenauer (D-OR)

and Tom Tancredo (R-CO), will prohibit the transport of birds for

fighting purposes, and it will close a loophole in federal law that

allows the cockfighting industry to thrive nationwide, despite

cockfighting bans in 47 states (all except LA, OK, and NM).

 

Cockfighting is a cruel blood sport that pits two birds against each

other

in a fight to the death, all for the amusement of spectators. Birds are

often dosed with stimulants and fitted with razor-sharp knives to enhance

the carnage and bloodshed. The loophole in federal law serves as a

smokescreen, allowing people to raise fighting birds in states where

cockfighting is prohibited by claiming that they plan to ship the birds

to

states where cockfighting is legal. In reality, they are typically

engaging in illegal fights within their own states.

 

By closing the loophole, the Blumenauer-Tancredo amendment will help

local and state law officers enforce their state bans on the barbaric

practice.
