Dear Honorable IWC Secretary Grandy, In light of former Secretary Ray Gambell's connection with the whaling industry, we strongly urge you to say " NO " to the bloody whaling industry. The well-known Japanese Vote-Buying is accelerating . However, IWC has not taken any measure nor any assessed penalty to stop the Japanese deceptive shameful " vote buying " bribery. Japan's money bribing not only reached many small countries but now may have even reached some of the biggest, most prominent animal groups as well as some of the most prominent individuals . The so called " Revised Management Scheme " , " End whaling ban to save the whales " (its like saying " Killing more humans to reduce the overpopulation " ) or " limited whale hunting " are all purely lies and twisted tactics to deceive the public. They are the roads towards large scale of world commercial whaling. Right before his retirement , the former outgoing IWC Secretary Ray Gambell made the comments in a June 12, 2000 interview with the BBC, less than three weeks before the the IWC's annual meeting in Adelaide, Australia, where a proposed return to commercial whaling, banned since 1986, will be on the agenda. ``Secretary Gambell's statements would be outrageously irresponsible if they were not so obviously a deliberate calculation, " ``He has clearly been compromised. It will be very interesting to see where Mr. Gambell ends up after he leaves the IWC in July. No one should be surprised if he starts collecting handsome consulting fees from the Japanese and Norwegian whaling industries. " said Captain Paul Watson, the founder of the original GreenPeace . Japan had killed nearly 700 whales in the last one year ended on July 31, 2001 . Together Japan and Norway killed more than 1200 whales last year. In fact, even without resumption of the Commercial Whaling, if the killing continues with such extraordinary speed, in no time, all of the whales from all oceans will be gone forever! Japan is raping, stealing the last whales from all oceans which are supposed to be shared by all nations ! Approval of the Revised Management Scheme would be an irreversible step toward the return of an industry that has all but destroyed the world's whales. You must agree that the only acceptable form of management the IWC meeting can currently consider is to keep the agreement of a MORATORIUM on whaling and reject the dangerous Revised Management Scheme (RMS ) completely. STATE BAN ON TRAPS AND POISONS: Voters in Wash. state banned steel-jawed leghold traps and sodium cyanide last November with the passage of Initiative 713. Yet the U.S. Department of Agriculture (USDA) and its Wildlife Services program continue to use these inhumane, indiscriminate forms of predator control to kill wildlife, in complete defiance of state law and the will of the voters. USDA Wildlife Services spends $10 million of taxpayer's dollars on lethal predator control annually, primarily for livestock protection. Dear Honorable Secretary Veneman: On November 7, 2000, the voters of the state of Washington approved a ballot measure, Initiative 713 (I-713), to restrict the use of certain traps and poisons used to take and kill wildlife. Please take immediate intervention to declare that Wildlife Services will respect state law and comply with all of the provisions of the voter-approved ballot initiative. Wildlife Services is essentially ignoring the law, and using cruel traps and poisons that voters clearly intended to apply to all actors, including USDA personnel. As discussed below, such compliance is not only legally mandated by Wildlife Service's own policy directives, as incorporated into law by the 2000 amendments to Wildlife Services' operational statute, but is also consistent with the Bush administration's repeated public commitments to recognize and respect state management authority over natural resources, including wildlife. I-713, sponsored by coalition of animal protection and environmental organizations, barred the use of any steel-jawed leghold traps and Conibear traps on land. It also barred any use of sodium fluoroacetate (Compound 1080) and sodium cyanide. The measure generally barred the use of other body-gripping traps, including padded leghold traps, Conibear traps in water, and snares. The state office of Wildlife Services has not ceased its use of prohibited traps and sodium cyanide, and has not in any manner attempted to comply with the spirit or letter of the initiative. USDA Wildlife Services blatantly disregarded Wildlife Services' own policy directives and, violated the plain language of 7 U.S.C. § 426. On December 1, 2000, just a few days in advance of implementation of I-713, an attorney with the office of the Washington Attorney General issued a memorandum to staff with the Department of Fish and Wildlife on the issue of the ballot measure's impact on the activities of personnel employed by the Wildlife Services program of USDA. However, it also stated that " there may be specific factual circumstances under which Wildlife Services would have to comply with state law " and that " this memorandum is not an official Attorney General Opinion. " Wildlife Services' legal violations are particularly egregious in light of Congress' very recent directive that Wildlife Services conform its actions to all existing Wildlife Services policies and authorities. The voters of Washington decided to limit the use of certain traps and poisons because such methods are so cruel, dangerous and incompatible with the public's interest. The USDA should recognize the State's authority to make wildlife management decisions by adhering to state law, complying with its own official policies, and heeding Congress' recent directive to abide by those policies. We strongly request you to order USDA personnel to cease operations that are in conflict with the provisions of I-713 in Washington State and to ensure that all future Wildlife Services actions in ALL States are carried out in accordance with the agency's own policy directives - as recently directed by Congress. The USPS designates chicks as " perishables " (along with flowers and fruit), rather than as " live animals. " The result is that hundreds of thousands of chicks are shipped every year in boxes without food, water, adequate temperature regulation, or protection from shifting packages, circumstances that lead to high injury and mortality rates. According to Northwest spokesman Kurt Ebenhoch, " We were receiving crushed packages, they were sending us chicks when it was colder than ten degrees or warmer than 85 degrees, and they were sending us more than we could accommodate, " resulting in the death of some 30 percent of chicks transported. The USPS is unwilling to agree to a small fee increase requested by Northwest ($2.48 per carton of chicks) to cover the airline's costs for treating the chicks as live animals. Predictably, Northwest's decision has sparked a flood of protest letters from poultry fanciers and gamefowl breeders who supply the cockfighting industry and others. In response, Senator Charles Grassley (R-IA) has introduced S. 1397 to compel Northwest and other airlines to accept packages of chicks from the U.S. Postal Service.
