Since then, however, the Bush administration has taken a number of steps that threaten to undo the largest nationwide public land conservation decision in America's history. First, officials delayed the effective date of the rule until May 12th. Then the administration balked at defending the rule in court and indicated to the judge that it is ready and willing to suspend the rule indefinitely. The judge, in turn, has said he will wait until May 4th to see if the White House goes through with suspending the rule before deciding whether to invalidate it himself. NRDC and other conservation groups are vigorously defending the rule in court. But the White House needs to hear directly from the American public that these remaining unspoiled areas deserve protection from logging, mining and drilling. Accessible only by boat or plane, the park boasts pristine coral reefs and seagrasses, bird-nesting habitat, and many species of tropical fish. After two years of public hearings and comment, the National Park Service recently issued a final management plan that sets aside a portion of the park as a " Research Natural Area, " where fishing would be prohibited (commonly known as a 'no-take' zone). Research has shown that no-take zones allow declining fish populations to rebound. The plan also reasonably limits the number of visitors, so that all can enjoy the park without harming its fragile ecosystem and resources. At the same time, the plan opens new areas to visitors, and continues to allow recreational fishing in the most popular fishing areas. The concept of an ecological reserve in the Dry Tortugas has the overwhelming support of the public, scientists, fishermen and government agencies, including the Florida Keys National Marine Sanctuary and the Florida Fish and Wildlife Conservation Commission. Since the plan was issued, however, a vocal minority has come out against the Research Natural Areas in the park. The management plan is now awaiting Interior Secretary Gale Norton's approval. This plan is the result of a two-year public comment and planning process and is the most balanced plan available; it ensures visitors an enjoyable park experience while preserving this incredible ecosystem's resources for future generations. This remote, fragile park has experienced a four-fold increase in visitors recently, as well as significant declines in fish stocks. While a minority group of fishermen opposes the no-take zones, many other responsible fishermen support these areas, which will protect spawning grounds so that fish stocks are replenished. Recreational fishing will still be allowed in almost 60 percent of the park, in popular waters adjacent to the most visited areas. And, obviously, the Research Natural Area represents a tiny fraction of National Park Service waters, which all remain open to fishing. The Carrizo Plain National Monument, east of Bakersfield, is all that remains of the once vast grasslands that covered the central part of the state. The monument's 204,000 acres are home to many endangered and threatened plant and wildlife species as well as important archeological and historic resources. The California Coastal National Monument is comprised of the islands, rocks, exposed reefs and pinnacles off the length of California's coast, and provides unique feeding and nesting habitat for breeding seabirds and marine mammals. In designating these areas national monuments, former President Clinton recognized their significance to the entire country as well as to California and sought to protect these natural treasures for future generations to enjoy. But now those protections are at risk. Interior Secretary Gale Norton recently wrote to western governors, including Governor Davis, asking for suggestions about boundary and other changes for all Clinton-designated monuments managed by the Department of the Interior. (The Giant Sequoia National Monument is managed by the U.S. Forest Service in the Department of Agriculture.) If the protections in place for these two new national monuments are to remain in place, Governor Davis must strongly support them. WILDLIFE SERVICES IS AT IT AGAIN: The USDA thinks that there are too many red-winged blackbirds migrating across the Northern Great Plains states of MN, SD, and ND. Because of this, the USDA wants to send some of its Wildlife Services (WS) agents out to poison the birds, in an effort to " reduce blackbird damage to economically acceptable levels for certain [sunflower] growers. " The USDA's proposed plan involves lacing areas that the birds congregate in with poisoned bait, ensuring a painful and slow death. The irony of the USDA's blackbird control plan is that some of the very same sunflowers that the blackbirds are being killed for are being grown for commercial wild bird seed! This is the USDA's 2nd attempt to initiate a massive blackbird poisoning program; the first was canceled after the U.S. Fish & Wildlife Service, concerned over the effects of poison on non-target wildlife, refused to grant the USDA a permit. WHAT YOU CAN DO: The USDA is accepting written, public comment on the development of a blackbird control plan until Monday April 23rd. On March 27, the producers of the documentary series Frontline exposed the hidden world of animal to human organ transplant research, also known as xenotransplantation. Entitled " Organ Farm, " the documentary reveals a suffocatingly sterile and Orwellian world in which animals are raised in biocontainment units, their body parts " harvested " for use in cruel, dangerous, and ultimately futile experiments. Among the images presented to viewers are those of a primate with a pig heart implanted into his/her chest slowly dying inside a British laboratory; researchers plucking piglets and primates from cages as though they were simply shopping for ingredients for a monstrous concoction being cooked up in the lab; and a mother pig being butchered to obtain her babies. " Organ Farm " also examined documents leaked to British animal rights activists that show the immense suffering endured by dozens of primates used in failed pig to primate organ transplant research funded by Swiss pharmaceutical giant Novartis, AG. According to one of the documents, a monkey with a pig heart attached to the blood vessels in his/her neck " was seen holding the transplant, which was 'swollen red' and 'seeping yellow fluid' for most of the last days of [the animal's] life. " Proponents of this madness are lurking in the United States as well as Europe. Robert Michler, Chief of Cardiothoracic Surgery, Ohio State University Medical Center, implants pig hearts into baboons. Michler, who states, " Human life is what I am designed to help, " was filmed implanting a pig heart into the neck of a primate and watching excitedly as the organ died from rejection-no worry, there are plenty more where that one came from. In addition to ethical concerns about the breeding of animals for their organs, there are dangers associated with implanting organs from one species into another. Experts in the field of infectious diseases believe that such experiments can result in deadly viruses " jumping the species barriers, " potentially unleashing a plague upon the entire population of planet earth. This is why individuals who have received pig cells cannot give blood, have children or unprotected sex, etc. Despite these concerns, xenotransplantation is big business and has the support of federal regulatory agencies such as the Food and Drug Administration and the Department of Health and Human Services. In March, thousands of activists, including activists in all 50 states, all the major Canadian cities, and more than a dozen countries, took to the streets to let the world know that Burger King needs to alleviate immediately some of the worst abuses of animals raised for its restaurants. In response to your pressure, Burger King sent out a bogus news release, on April 2nd, claiming to have made improvements. Clearly, you are having an impact. I'm writing to ask that you register to leaflet at least monthly at a Burger King in your city. Every one of these events brings us that much closer to victory for the millions of animals who suffer at the hands of Burger King's suppliers. You can choose the same outlet every time or move your events to reach all the restaurants in your city. We are happy to supply leaflets, posters, sample news releases, and media lists (all free of charge) for as many events as you are able to organize. This might be as simple as one person distributing leaflets (on your lunch hour, on a weekend, or before or after work) or a dozen people with costumes, bullhorns, street theater, video, and so on. Remember, one person leafleting makes a big difference, both to Burger King's management and to the people entering the restaurant. And if you can get media to cover your event, you can reach thousands (or even millions) more. We are more than happy to help you at every stage. It is often tough to get media attention for these events, because Burger King spends so much money on advertising and because news crews are scaled back on weekends, which is the best time for most of us to leaflet. But do know that one person leafleting at Burger King gets reported to Burger King headquarters and makes a BIG difference in this campaign and for the animals. Some activists are passing out both the Burger King literature and our " Vegetarian Business Cards " or " Think Before You Eat " vegetarian leaflets to let people know that the only truly compassionate diet is a vegetarian one. We're happy to send these items free of charge as well. If you intend to send a news release (or want us to send one for you), I do want to encourage you to get a costume or something to liven up the event. One fairly easy combination that people have been using is a grim reaper and someone in a cow, pig, or chicken costume (news release: " The grim reaper usually shows up without warning, but tomorrow at Burger King, the " Prince of Death " .). The grim reaper chases the animal around. This can make an event with just a few people all the more interesting for the media and passersby. One thing that you should definitely do: Whether you get media attention or not, after the event, write a letter to your local paper about the demonstration, your participation in the Burger King campaign, and what it is that we are asking Burger King to do. If the media did a story, of course, you'll want to refer to the story. If not, just talk about what you did and why. The paper is likely to print it, even if its news staff didn't cover the event.
