A public Hearing will take place on March 26, Monday at 9:30Am. The Bill in Maine is ME LD 1283, and is sponsored Senator LaFountain. ME LD 1283 has been assigned to the Joint Criminal Justice Committee this session and needs your support. (*** Letter starts here *** ) RE: PLEASE SUPPORT Anti-Bestiality Bill ( LD 1283 ) Dear Legislator ( or Dear Senator) , I'm urging you to enact legislation that will make sexual conduct with an animal a serious felony. Twenty-four states already have laws that prohibit this abhorrent practice. Criminalization of Bestiality is very crucial and important. " Bestiality " is simply an act of " Raping " and " Abuse " helpless animals. According to ASPCA, the abusers even force others to have sexual intercourse with animals. The animals are often severely injured, infected and sometimes even killed. Animal's sex organ were being pulled and manipulated by the humans hands,mouth, tools or being forcefully inserted by human's sex organ , tools torturously repeatedly. The studies that show many repeat sexual offenders, such as rapist, child molesters, etc., have in fact first sexually victimized animals in their childhood or early adulthood. Their sexual abuse was first practiced on non-consenting and non-speaking animals prior to gaining the confidence to move upward to human victims, sometimes including children. In an article ran by the St. Louis Riverfront Times, it stated " half of a surveyed group of 116 sex offenders in northwest Missouri admitted to animal intercourse during their lives " . Also an article was published in Theoretical Criminology, 1997, vol.1, no.3, PP.317-340 by PIERS BEIRNE, a Professor of Criminology at the University of Southern Maine and the founding editor of the journal. This above mentioned article addresses the need for intervention in this form of sexual practice and the criminal damage its practice imposes on society as a whole. Many other similar studies have been completed and documented on this issue. Currently 24 states within the United States have laws to criminalize " Bestiality " , some with penalties of up to 20 years imprisonment. Because of the Internet, bestiality is on the rise. According to ASPCA, it said if you type the word " bestiality " into any search engine you'll get more than 450,000 hits. The World Wide Web has become a source of support for individuals who practice bestiality. They urge people practicing bestiality to come forward and even offer training tips to newcomers. Shockingly, parties are even held where people bring different types of animals to have sexual contact with. Even the Humane Society of the United States (HSUS) has addressed this issue through their " First Strike Team " and has a compilation of State Laws and penalties addressing this issue at ( http://www.hsus.org/current/state_laws.html ). Individuals practicing bestiality should be guilty of a felony. I respectfully urges you to support this important legislation LD 1283 sponsored by Senator LaFountain that would ban bestiality and outlaw this appalling form of animal abuse . A Bill to criminalize Bestiality would also be a great step in the intervention of potential future " repeat sexual offenders " by catching and identifying them in the " early " stages of their sexual predator patterns before they later progress to victimize humans and possible innocent children.
