However, despite the fact that there is no known antidote for Compound 1080 and, according to government data, almost 30 percent of the total documented deaths from 1080 are in non-target species, reports indicate that some cattle farmers in Canada are reportedly pushing for the reintroduction of the wolf poisoning program. I would like to take this opportunity to bestow upon you my appreciation for your work in banning Compound 1080 in Canada so far. I respectfully request that you take your work one step further and institute a permanent ban on Compound 1080. According to reports, Revels told police he killed the dogs after his mother told him he needed to get rid of them. He claims that he planned to give the skins to his mother to make dreamcatchers. Research in psychology and criminology shows that people who commit acts of cruelty against animals do not stop there; many of them progress to committing violent acts against their fellow humans. The FBI has found that a history of cruelty to animals is one of the traits that regularly appears in its computer records of serial rapists and murderers, and the standard diagnostic and treatment manual for psychiatric and emotional disorders lists cruelty to animals as a diagnostic criterion for conduct disorders. Animal abuse is not just the result of a minor personality flaw in the abuser, but a symptom of a deep disturbance. As a society, we must call a halt to the acceptance of animal cruelty and enforce a policy of harsh punishment for these sadistic crimes. To allow individuals guilty of perpetrating such cruel and violent acts to go unpunished or not sufficiently punished, would be to sanction these horrific crimes and would permit them to go on to commit serious and violent crimes against innocent human beings. Therefore, I am asking that the harshest penalty be imposed against Mr. Revels. There is no excuse for the agony, suffering, and anguish that he has caused. In addition, I strongly suggest that Revels receive mandatory psychological counseling, be prohibited from ever owning or harboring animals, and be institutionalized and not allowed back into society until he has paid for his vicious, anti-social behavior. Please discontinue the sale of these cruel devices immediately. Animals caught in traps suffer horribly. Both the American Veterinary Medical Association (AVMA) and the American Animal Hospital Association have declared the steel jaw leghold trap to be inhumane. The leghold trap catches animals with its heavy steel jaws, tearing the flesh, breaking bones, and cutting tendons and ligaments. Animals suffer excruciating pain and struggle to get loose, but this only aggravates their injuries. Nearly 29 percent of raccoons observed in one study chewed or twisted off their own limbs in an effort to escape the traps. Furthermore, animals caught in traps suffer from dehydration, blood loss, hypothermia, predation by other animals, fever, gangrene and exposure to extreme temperatures. Beavers are usually caught in a body-crushing trap. It can take a beaver more than six minutes to die in such a trap on land and up to nine minutes underwater. Trapping is so cruel that it has been banned in eighty-nine nations as well as in the European Union. A nationwide public opinion poll in 1996 found that 74 percent of Americans want leghold traps banned in the United States. Responding to a wave of public protest, the Colorado Wildlife Commission (CWC) recently reconsidered plans to use aerial gunning to reduce the state's coyote population. Although the Commission nixed the aerial gunning plans, it STILL plans to selectively kill breeding pairs of coyotes over the next decade in order to study its effects on deer numbers. The revised $2 million coyote control plan also contains a caveat that the proposal be reviewed again next year, after biologists determine whether selective coyote control is even feasible. Only a handful of the 25 speakers at the CWC hearing commented in favor of it, and opposition to the study remains fierce. It is important that we keep the pressure on the CWC! Urge the commissioners to consider alternative studies, such as those suggested by the Rocky Mountain Animal Defense, which would try to compare the effects of hunting pressure to coyote predation.
