We request: 1. a permanent ban of the the ritual killing of dogs by the military from taking place anywhere in Peru; 2. that the National Defense Commission launches a national investigation to determine the extent of such activities; 3. the immediate dismissal of instructor Oscar Becerra and Director Jhony Piana at the Ranger's Academy of Chiclayo, and that Oscar Becerra is banned for life from teaching.
