The owners both had criminal records and the dogs in question already had control orders placed upon them for an earlier attack on a disabled woman. Basically the dogs were raised to be vicious. So now the brilliant German legislators decided they are going to ban 16 breeds of dogs to prevent this from happening again. But they are not just banning the breeding of the dogs, they are killing all the dogs already here by clubbing them to death, drowning, poisoning, etc. Also several countries are looking into passing the proposed EU Dangerous Dogs Act which would probably start this type of panic in other countries as well.
