Guest guest Posted April 4, 2000 Report Share Posted April 4, 2000 Missouri House Bill 1658 (HB 1658) which would criminalize bestiality, is finally moving and going for hearing before the Criminal Law Committee. Help is needed by National Animal Welfare Groups, Missouri Animal Groups, and all others alike. HOW YOU CAN HELP Please fax a Memorandum of Support for HB 1658 to the Criminal Law Committee Chair, Representative Craig Hosmer, at (573) 751-9474. Please make these Memo's brief (4 or 5 paragraphs maximum) and to the point. Faxing them vs. e-mailing them will obtain better result, so please fax them. An example Memorandum of Support is listed below, but please write your own, so they all are not the same and are taken more seriously. To all who have E-mailed legislators in Missouri concerning this Bill in the past need to do this also for this hearing specifically. Also, ask Mr. Hosmer (the committee chair) to distribute your memorandum to the rest of the committee. EXAMPLE MEMORANDUM MEMORANDUM IN SUPPORT MISSOURI HB 1658 RE: An Act to outlaw bestiality The American Society for the Prevention of Cruelty to Animals (ASPCA) and its 6,000 Missouri State supporters urge you to enact legislation that will make sexual conduct with an animal a Class D felony. Twenty-four states already have laws that prohibit this abhorrent practice. The ASPCA believes that any sexual activity between humans and animals is animal cruelty, regardless of the human perpetrator's beliefs or intentions. Some people who practice bestiality literally rape the animal or force others to have sexual intercourse with animals. The animals are often severely injured and sometimes even killed. Violence against animals is linked to violence against people. According to the Missouri Department of Corrections, polygraph tests administered to 116 sexual offenders who were on parole or probation indicated that half of them admitted to having had intercourse with an animal at some point in their lives. Unfortunately, because of the Internet, bestiality is on the rise. If you type the word " bestiality " into any search engine you'll get more than 450,000 hits. The World Wide Web has become a source of support for individuals who practice bestiality. They urge people practicing bestiality to come forward and even offer training tips to newcomers. Shockingly, parties are even held where people bring different types of animals to have sexual contact with. It is imperative that interspecies intercourse be banned in Missouri. Individuals practicing bestiality should be guilty of a felony.
