Many studies in psychology, sociology and criminology during the last 25 years have demonstrated that violent offenders frequently have childhood and adolescent histories of serious and repeated animal cruelty. Comprehensive animal protection is therefore a vital component of any progressive society. We respectfully call on the Hong Kong Government to significantly increase both monetary penalties and jail terms, to ensure that all forms of animal abuse - be it individual instances of cruelty, or exploitation for commercial purposes - are tackled with the gravity they deserve.
