K China Pet Dog Cull Unlicensed owners in terror of having dogs confiscated and brutally killed Much to our horror, Animals Asia has recently received hysterical letters from distraught Chinese pet lovers across China who are terrified by some Government departments' new clampdown on unregistered pet dogs. Dogs are being brutally confiscated, in some cases beaten to death in front of their owners, or taken to Government pounds and killed in horrendous ways. In Guangzhou in particular (a major Chinese city just north of Hong Kong), the licence fee to register pet dogs is an exhorbitant RMB10,000 (US$1,235) for the first year and RMB6,000 (US$741) per year thereafter. Naturally, the fee is beyond the reach of most pet owners and they are living in terror of having their dog confiscated and killed in a brutal fashion. Outrageously, some Government officials are enticing people to report on their neighbours who have unregistered pet dogs, by offering to pay them 10% of the fine. Dog killing teams are patrolling the cities looking for unregistered dogs and we have heard that there is an official " Dog Extinction Movement " . NOW URGENT The following sickening news was passed on to us today by our colleagues in Sirius GAO (http://sirius.2kat.net) and follows on from other reports of dog " culling " in China. See their web site for details of past atrocities and heart-rending photos. This is a rough translation of what appeared on a Guangzhou animal defenders forum earlier today. 'From today, GZ government is taking the complete action of unregistered dog slaughter. Just now, at about 9:45(local time), at the gate of the City Management Bureau, many " Unregistered Dog Slaughter Teams " have been got together. Actually, they are going to every corner in GZ, taking the job of killing dogs. This time they mainly focus on the big dogs, unwanted dogs, dogs causing complaint. The families holding unregistered dogs and detected by " Citizen Communities " also becomes the target. I suppose many teams have set out. So, if possible, don't open your doors for a strange knock. More importantly, don't let your dogs out.' Sirius' Chinese correspondent states; 'Actually right now we are facing a problem. Citizens in GZ, China are ban to hold the dogs that are not registered, because the government worries about the spread of hydrophobia. Today the government begins to kill the dogs Please write a letter to the Chinese authorities in Guangzhou (capital of Guangdung Province) expressing your outrage at this brutal dog eradication campaign. We would like to request that you urgently address this matter by significantly reducing the registration fees for dogs, whilst working in conjunction with animal groups, like the Animals Asia Foundation, to educate the public about responsible pet ownership. The existing registration fee of RMB 10,000 per dog and subsequent annual renewal fee of RMB 6000, is quite simply beyond the means of most citizens in Guangzhou, resulting in citizens keeping their beloved dogs illegally, and often too frightened to seek outside help to vaccinate or de-sex them. Scientific studies throughout the world have shown that keeping companion animals gives incredible mental and physical health benefits. Pet owners are proven to live longer and are more happy, balanced people than non-pet owners. With just over 150 million pet dogs throughout China, pet ownership is booming and it is vital that you recognise pets play an increasingly crucial role in today's society. It is simply not possible for Guangzhou to achieve the status of a modern city with such a barbaric and unrealistic attitude towards animals. There are already numerous humane solutions to ensure that dogs and people can co-exist peacefully and safely in the modern world and thus there is simply no excuse for the current brutal measures being taken against dogs and their devastated owners. We implore you to immediately cease these cruel measures and introduce public education initiatives to ensure that dogs are treated with the respect that they deserve, so that China is in line with international standards.
