You will have to learn to handle the animal first before you can get a dog licence. At least five municipal councils in Selangor – Subang Jaya, Klang, Shah Alam, Kajang and Selayang – will implement a “Meaningful Licence and Canine Citizen Relationship Programme” for owners of pet dogs before the end of the year. These include attending courses on basic understanding and awareness of animal and human relationships and obedience and socialisation training for the dogs. After undergoing the programme, they can then apply for the yearly licence, which will remain at RM15 each. Subang Jaya Municipal Council President Datuk Ab Hakim Borhan said that without the yearly licence, pet dogs could be confiscated and their owners charged under Section 82 of the Local Government Act 1976. Offenders are liable to a fine of up to RM250. He said the “Meaningful Licence” course would teach dog owners the responsibility that went with keeping a dog. The course includes obedience and socialisation training, basic hygiene, information on the required vaccinations and the habitable space for a dog. “This is about the only way we can get dog owners to take responsibility of having a dog,” Ab Hakim said. Initially, the course will be carried out by 24 resident associations in Subang Jaya, Kinrara, Puchong, Sepang and Klang. The Society for the Prevention of Cruelty to Animals and the Veterinary Services Department will meet to fine tune the programme in two weeks. Malaysian National Animal Welfare Foundation President Dr S. Sivagurunathan said the “Meaningful Licence” guidelines had been used in all parts of the world for more than 15 years and Malaysia had yet to implement them. He said it did not take much to have a trained and socially obedient dog. An hour of social interaction would be sufficient, he added. Meanwhile, some 6,000 signatures were collected from the Selayang Baru Anti-Dogs Association in protest against the keeping of dogs as pets. Chairman Low Kim Hean urged the authorities to speed up the implementation of a revised Animals Act.
