Update: Hawaii May Ban Dog and Cat Meat

Hawaii Proposes Ban on Consumption & Slaughter of Dogs & Cats

Animal Rights Hawaii (ARH) has informed us that Hawaii’s legislature has

introduced a bill banning the killing of dogs and cats for food. The

original bill was only going to apply to stray dogs and cats, but it was

recently changed for the better. This will set an important precedent for

the protection of companion animals in the Pacific rim region and the

world. The bill’s name is HB866 and was heard recently by the House

Judiciary Committee. The Committee passed it adding stronger language -

to ban the slaughter, sale and consumption of all dogs and cats. A

companion Senate Bill 564 has not been scheduled for a hearing yet.

Therefore ARH is asking our members to do the following:

Please contact Sen. Coleen Hanabusa, Chair of the Senate Judiciary

Committee and request that she schedule a hearing for SB 564, a companion

bill to the house bill to ban the slaughter and consumption of dogs and

cats. There is tremendous community support for this bill; the house

judiciary committee even extended protection to all dogs and cats. Please

take a moment and send polite requests to:

senhanabusa.

The Humane Society in Hawaii has received three complaints in Kalihi,

Waianae and downtown Honolulu involving the sale of dog meat out of the

back of a white van and the inhumane killing of stolen dogs whose meat

was eaten, according to police. Humane Society spokeswoman Jacque Smith

said the agency received complaints during the last 12 months, but

nothing substantial enough to build an investigation. The Humane Society

teamed up with CrimeStoppers to get some results. A CrimeStoppers

bulletin said that there is insufficient evidence to start an

investigation, but police and the humane society are asking for the

public’s help in compiling information. The backyard slaughter of one’s

own animal for meat is still legal in Hawaii if done humanely, meaning

killing in the fastest possible way, Smith said. There is no law

prohibiting people from killing their own dogs, she said. Killing someone

else’s dog currently amounts to cruelty to animals, a misdemeanor

punishable by up to a year in prison.

“Animal Rights Hawaii received a tip that a local Korean restaurant had

been keeping dogs at the rear of their property and that the dogs were

disappearing regularly. The dogs were tied to a tree behind the kitchen

door; they were fed bowls of kim chee and rice for several days before

slaughter. It is standard procedure to starve dogs until the dogs will

eat the spicy food. This essentially marinates the meat before slaughter.

When we arrived we could see the dog was ill. Pools of diaharrea were

found all around the dog’s area, and we observed the remnants of a bowl

of kimchee. The small 22 pound adult male terrier was very frightened,

and kept flinching as though we were going to beat him. ARH Investigators

explained to the cook that we were confiscating the animal. There was no

argument from the cook and another person who had been summoned because

she spoke and understood English. ARH has launched a round the clock

watch on this facility and will handle any future incidences with swift

and just action.

The dog was named KC and is being rehabilitated currently with ARH

activists. KC has been checked over by certified veterinarians and given

a special diet and medication to help him with a speedy recovery. KC was

checked for an ID microchip, but none was found. KC is a terrier mix

male, estimated three years of age. He is well behaved, gets along fine

with other dogs, and fully understands the concept of using the outside

toilet facilities. KC will be available for adoption within a week or

two, and will make a fantastic companion for a special human!”

This news story was brought to us by long time IAKA/KAPS supporter Cathy

Goeggel. Cathy runs Animal Rights Hawaii (ARH). Cathy and ARH have been

tremendous supporters of IAKA/KAPS over the years and have done

manydemonstrations on behalf of Korean dogs and cats in Hawaii. ARH was

founded in 1977 to address a broad spectrum of abuses to animals both

locally , on the mainland and internationally.
