Our foreign friends have received requests from a Sri lankan group who call

them as an animal welfare group .That group is asking money to help Tsunami

animalvictims in Sri Lanka.

 

We inquired from the leading welfare workers and other people who have been

in and around in these affected areas.

We don`t need foreign aid to feed the animals .There are dogs in our temples .

That is a usual thing.We can manage to feed them.

Most of the Sri lankans who live abroad have sent enough foreign aid.

If any of you have receive the request from that particular animal

organisation of Sri lanka to send money for relief work ask them to not to

help the dog killing Public health Veterinary Director who has killed

innocent dogs in Sri lanka .That organisation has patronised animal cruelty.

That is the best thing they can do for the animals.Please go through the

letter which was sent by animal groups to the Prime Minister in June.

Please send your money to Indonesia and other countries.

Dear Prime Minister ,

We sent a petition to the Commissioner of Bribery and corruption to

investigate the charges against Public Health Veterinary Director P.A.L

Harischandra and Dr.Mrs. Mendis of Kotte Municipal Counciland other

middlegrade officers.

The commission refused to investigate the charges saying that these

allegations doesn`t come under Bribery and corruption.The word Corrupt mean

bad or wicked.

If Government staff officers are allowed to work like terrorists we

feel your country is an Uncivillised country.They have done bad wicked things.

It is not possible for us to believe that Sri lanka will use the foreign

aid in a correct manner to help the needy people with out stealing them?

There should be law and order in your country.Innocent civillians and

animals should not be allowed to be harrased by Governement officers .The

corrupted officers should be removed.

 

 

In 1999 as a pilot project the Birth control injections was done in Kotte

Municipal council.Dr Kala Santha

started that.

The residents of Kotte protested against the decision to make a dog catching

van and sent petitions and requested the Municipal to use that 1.2 million

rupees for a birth control Programme.Dr Kala Santha met Public Health

Veterinary Director P.A.L Harischandra and asked him to support that

decision in 1999.

Public Health Veterinary Director Harischandra wasted the money of Kotte

residents and made a dog catching van We believe they have put a large

estimate and they receive extra money as a bribe.

The Kotte Municipality could have borrowed the dog catching vans in

Narahenpita or Colombo if they wanted the van for such purpose.

 

 

Public Health Veterinary Director Dr P.A.L Harischandra misled the WSPA

saying that he is doing an action plan for humane Stray Dog control for the

Effective Eradicatin of rabies in Sri Lanka .He didn`t stop killing dogs.

TheSri lankan groups which are named KACPAW and Blue Paw Trust(recently

formed) are helping the cruel

their trust saying that they would help the street dogs in Colombo city.It

is quite pathetic that they are collecting money

misleading the public saying that they would help poor street dogs in

Colombo..They are using the poor street dogs and cats for their survival.

 

The street dogs are siezed and killed by the Municipal Council of Colombo

regularly. `

The birth Control programme for Colombo Municipal should be carried out with

Colombo Municipal vets and the Peradeniya University.

The Final year students can do surgeries and release them.

The Colombo Municipal Council should improve the facilities of the

Municipal hospital for animals which would provide services for a reasonable

price.They should provide a 24 hour service like the General Hospitalfor humans.

 

Provincial Directors can implement Birth control injection in suburb areas

during the antirabies vaccination programme.

The State Pharmaceutical Co-operation can import Contraceptive injections

..This is very cost effective and Local authorities can afford purchase them.

 

Dogs belonged to the Following residents were killed by the Kotte Municipal

council and poison was provided by the Public Health Veterinary Director

P.A.L Harischandra.

In June 2002 a dog named `Chuti` who lived next door to Kotte Municipal

council was taken away by the dog catching van .Few hours later the owners

went in search of that dog but the officers of the Municipal refused to

show the body..

In 2003 Large number of dogs were Killed using strichnine .Is this the

humane method of stray dog control.

Thiswas exposed in the news papers.They have abandoned the bodies near an

army camp.

On the september 27th 2002 at about 9.30 am some officers of the Health

Department came in a dog catching van to the Dimiyawa Maha Vidyalaya of

Ratnapura started killing dogs in the garden of the school.School children

were pleading the officers to not to kill the dogs as they were immunised

for rabies.

By the time the principal arrived all the innocent dogs were killed.When

Principal asked for an explanation they have scolded the principal .

In 2003 large number of dogs were killed before Katharagma Procession.Is

this apart of the Buddhist or Hindu culture?

On the 12th of March 2003 Mrs.Wanigasekara who lives in 38E -3 ,Lake

Drive ,Rajagiriya opened the door the dog catcher who was with a pole

syringe and her pet dog was dying on the ground .The other pet dog was

already killed by the dog catching van of the Kotte Municipal

Council.The The foreigner who is in the neighbour hood has requested

to do that .That killing was done in a private property. She lodged a

complain against them at the Welikada police station.

They were licenced and immunised for rabies.They had that yellow collar

around their necks which says immunised for rabies.These dogs never atacked

anybody .

No action has taken against the Public Health Veterinary Director or the

veterinary surgeon of Kotte Municipal CouncilMrs Mendis It is necessary to

investigate that killing as Municipal vet surgeon Mrs .Mendis and Dr.

Harischandra were suspected to have taken money from the foreigner.

It is necessary to investigate the charges against Kotte Municipal

veterinary surgeon Mrs Mendis and Public Health Veterinary Director P.A.L.

Harischandra and the other offcers involved.
