Here follows my answer as clear as I know. 1. Cixi is a county city under Ningbo city in Zhejiang province. 2. Dog eating was the tradition of several minorities, e.g. Korea and people in the southwestern mountain areas, in China and became a trend in the big cities since 1980s. 3. The fee for one time rabies vaccination is RMB 60.00 in the vet clinic. The actual cost is RMB 20.00.It is available in every vet clinic, even is the rural areas. 4.Vaccinated dog has a certificate and a label in some areas. 5. Each province in China has its own policy on pet dog. Most of them permit pet dog keeping on the basis of an annual fee system in areas above town level.As for the rural areas, there is no regulation on dog keeping. Markets of pet dog is very common. The only difference between " black " and " white " market is just whether the government takes managing fee from the market. Anyone can rent a stand in the market to sell pet.There's no restriction on the health situation of the pets been sold there. 6. Everywhere in rural China there are stray dogs because the farmers let their pet dog stray in the village where You can hardly tell a pet dog from a real stray dog.In cities, stray dog is also a big problem.
