Dear Embassy/Consulate,

 

The Korean Government claims their new amendment focuses on

strengthening the protection of animals by numerous measures.

However, the 1991 Animal Protection Law already bans cruelty to all

animals and yet the Korean Government has simply failed to enforce

the law. The new Amendment does strengthen some penalties against

offenders and introduces some regulations for the pet industry, but

does nothing to improve efforts to stop the illegal dog and cat meat

trade - killing millions of dogs and cats each year.

 

Worse, the definition of pet animals introduced in the Amendment is a

clever way of giving legitimacy to the dog and cat meat trade. If the

law only recognizes a dog or a cat as a pet animal when their owner's

intention is to raise them for companionship, a dog or a cat can also

be treated as food or medicine according to their owner's intention.

This is especially a big problem when the Korean Government secretly

eliminated dog stew from its list of disgusting food in the Food

Sanitation Law of 1984 that could not be sold legally.

 

What the Korean Government should concede and openly acknowledge is

that the dog and cat meat trade thrives on lies and greed. Until the

millions of dogs and cats in the markets are included in the

definition of pet animals, making no distinction between them, this

Amendment causes far more harm than good for Korean animals.

 

The Korean Government's strategy to defend dog meat as " our food

culture " is a blatant revision of history that damages Korea's image

abroad. Dogs were never a dietary tradition in Korea's long history;

even during desperate times they were only the vice of older men

seeking to enhance their sexual potency. Cats have only been consumed

in tonics since the 1980s. Greed, loss of wild life, and fraudulent

health benefits brought them to market. This amendment tells us that

many more animals will continue to be killed for fraudulent health

foods like dog-stew-viagra and cat-juice-tonic, whose alleged

benefits depend on torture, steroids, and narcotics. The Korean

Government's deceitful diplomatic solution questions your level of

commitment to responsible and just animal protection laws, as well

for decent consumer fraud and health protection.

 

The Korea Animal Protection Society (KAPS), International Aid for

Korean Animals (IAKA), and caring Koreans will win their campaign,

because the dog and cat meat trade is already illegal and not a part

of Korean tradition or culture - most Koreans do not eat them and

millions prefer to have them as pets. They will only lose if secrecy,

nationalist lies, and corruption prevail. The truth and law is on

their side.

 

Please support KAPS/IAKA by urging the Government to finally take

responsibility for the millions of dogs and cats illegally

slaughtered and consumed each year in the markets. Korea can not take

pride in defending the indefensible false-tradition of dog-eating,

while ignoring the very courageous and purely homegrown Korean Animal

Protection Society that truly defends Korea's real culture and

traditions by doing the right thing for their people and their

animals.

 

There is no honor in choosing a LIE as a symbol of Korean culture to

defend against international criticism, and all for the benefit of a

greedy few butchers and consumers, who have already wiped out much of

Korea's wildlife. Please stand up for Korea by defending worthwhile

traditions and values based on truth and justice instead. The only

way for the Korean Government to rid itself of this shameful

international reputation is to stand behind Korea's own caring people

and close down the dog and cat markets on their behalf, not the

international communities.

 

The Korean Government must begin to responsibly educate Koreans about

the myths of dog and cat meat-products and promptly enforce adequate

laws protecting all dogs and cats from abuse and slaughter, as well

as finding these butchers alternative sources of income. Until then,

we will only support amendments that strengthen protections so that

no dog and cat is left behind in the markets to be slaughtered and

consumed for a dangerous and fraudulent health food market. Please

protect Korea's animals and consumers from this illegal industry.

Ban slaughter, abuse, and consumption of ALL DOGS & CATS once and for all

Define ALL DOGS & CATS as " PET ANIMALS "
