Former ambassador Datuk Ting Wen Lian said the world has not achieved equitable sharing of benefits from the use of genetic resources, which was one of three objectives of the treaty which essentially aims to conserve global biodiversity. She said the treaty had also entered into detailed programmes in areas which it did not cover. “We’ve lost our sense of priority. We’re swamped with a huge amount of documents. I don’t believe that a draft decision (of COP-7) can run into over 300 pages. I hope we will not be so swamped that we fail to see the forest for the trees,” said Ting at a forum on the sidelines of COP-7. Ting was labelled the “Dragon Lady” for her outspokenness and staunch stands on issues during negotiations on the CBD in the 1990s. She said the negotiation process of the CBD was too slow and current talks on an international regime on access and benefit-sharing appeared to have moved away from initial plans. “If we don’t move fast enough, there will be nothing left to access and share,” she said. She also said that the sooner the developed countries realised that poverty destroyed biodiversity, the faster negotiations would move forward. Ting was called back from retirement to head the Malaysian secretariat for COP-7.
