60 dogs rescued from dining table

By Harley F. Palangchao

AROUND 60 dogs destined to be served as food in popular dog meat

restaurants in Baguio and La Trinidad were rescued by intelligence

operatives and the Political Animal Lobby (PAL) early Sunday morning

along Kennon Road.

The dogs were on board a stainlees steel-type jeepney with plate number

NHX 949, which was intercepted by the authorities at Klondykes, Tuba,

Benguet, said Senior Supt. Marvin Bolabola, chief of the Criminal

Investigation and Detection Group-Cordillera Administrative Region

(CIDG-CAR).

Bolabola said the dogs, whose mouths were all tied to stop them from

barking while being transported, were reportedly purchased all the way

from Batangas.

A concerned citizen tipped off the police about a jeep-full of dogs from

Batangas heading towards Baguio, according to Bolabola.

He also reported that CIDG-CAR operatives arrested the driver of the

jeepney and his companion, whom he identified as Gregorio Alegria and

Pastor Andal, both of Padre Garcia, Batangas.

Both were earlier convicted for violation of Republic Act (RA) 8485 or

the Animal Welfare Act but were released because it was only their first

offense.

Mel Alipio, PAL representative to the Philippines, said violators of RA

8485 are only meted fines for the first and second offenses, a reason

why they still return to the illegal trade.

Alipio said the jail term given to third offenders averages two and a

half years of imprisonment. PAL, a London-based group advocating to

outlaw cruelty to animals, has been lobbying Congress to amend RA 8485

by imposing a stiffer and higher jail term and fine for offenders.

" We (PAL) and other animal rights groups are moving that legislators

increase the penalties to stop animal abuses in the country, " he added.

It was reported that the dog trade industry is a very lucrative

business, wherein persons involved in the illegal trade earn millions of

pesos a year.

Reports said dogs are bought at around P100 in Batangas and Laguna and

sold for around P500 in Baguio and Benguet.

Monitoring conducted by PAL showed that around 140 dogs are being

transported daily to Baguio and Benguet.

" La conmiseración con los animales esta íntimamente ligada con la bondad

de caracter, de tal suerte que se puede afirmar seguro que quien es

cruel con los animales, no puede ser buena persona. Una compasión por

todos los seres vivos es la prueba más firme y segura de la conducta

moral "
