MessageDear Oulie Coulibaly,

To refresh your memory, I pasted your email that " verifies " this situation

below, along with my email asking for HSI's help. The sentence " We are aware of

the situation, and are doing what we can to help stop it. " is a verification

that HSI knows about this issue and is working on it! How can you try to stop

something, that you aren't even sure is happening??? The situation you describe

in your current email, calls for a statement such as, " We are aware of a rumor

spreading about this issue, and if we find it to be true, we will do all we can

to stop it, " or something similar! I don't know what you or anyone else

considers a verification, but being " aware of the situation and doing what you

can to stop it, " is a verification that this issue is true! Please, let's not

have a play on words to justify your misleading me! Although it is true that you

never used the word " verify, " you most certainly did misrepresent the

situation.

I stated in my original email to you, that I was " initiating a letter writing

campaign to the government and military leaders of Taiwan, to try to get them to

put an end to this sick behavior. " You not only didn't tell me to hold off until

this issue could be " verified, " you also encouraged me to write to the Taiwan

Embassy and threaten a boycott of tourism to their country. Never did you

provide contact information of Wu Hung at E.A.S.T so that I could direct my

inquiries to him. The entire content of your email to me is below. You never

wrote to me again. I even wrote to you awhile ago, telling you that WSPA denied

that there is a cruelty problem within the Taiwan military, and you didn't even

afford me the common decency of a reply! This is the first I've heard from you

since your original reply.

You are putting the blame on someone else, because you verified something that

you know nothing about. You led me to believe that HSI " knew about the cruelty

of the Taiwan military and was doing everything they can to stop it! "

Saying that you, as a representative of HSI has " never verified " this issue, is

a FALSE STATEMENT, please rectify this problem.

I expect an appology for your trying to ruin my reputation within the animal

rights community, because you slipped up. I would never have included the

statement " This issue has been verified with the Humane Society International by

ocoulibaly, " if it were not true! Thank you.

Sincerely,

Rita Fazio

Dear Rita:

Thank you for your email regarding the horrific cruelty to animals by the Taiwan

military. We are aware of the situation, and are doing what we can to help stop

it. Unfortunately, in countries where there is little or no animal protection

infrastructure, animals suffer many cruelties--from neglect to intentional

abuse. While HSI and other international organizations are making an impact on

animal protection issues in some regions of the world, government agencies in

other areas are often unwilling or reluctant to listen to our concerns. This is

particularly true in areas that suffer from severe economic problems or where

cultural attitudes are very different from our own.

You should also write a letter of protest to the Embassy of the Taiwan.

Sometimes, the strongest voice is that of a potential tourist, or individual who

refuses to visit the country and urges their friends and family to not visit

until the situation has been improved.

Message = Hi, I was reading how the HS International has helped Taiwan to

become more humane in it's treatment of homeless animals and was wondering if

you are aware of the horrific cruelty to homeless animals by the Taiwan

military. Following is a paragraph from a web site which describes the severely

cruel treatment of homeless animals by the military. " TAIWAN MILITARY ROUTINELY

ABUSE DOGS FOR PLEASURE Reported by Bing-Yu Chiu of Taipei News, translated by

Joey Lau It is a normal sight in Wu-Chu, Taiwan that soldiers capturing stray

dogs and tie them up to punch as sandbags; covering the dogs' heads with plastic

bags and set the bags on fire, watching the bags shrink as the chemical burn and

stick onto the dogs' faces, entertaining themselves laughing at the whining and

crying and screaming dogs. " The entire article is at:

http://www.ahan.org/ahan/pages/taiwan.html I am initiating a writing campaign

to the government and military leaders of Taiwan, to try to get them to put an

end to this sick behavior. I am hoping that the HS International will help us to

stop this atrocity from continuing. I look forward to your reply. Thank you for

your time.

HSI verification of Taiwan military abuse of dogs

To whom it may concern:

I am appalled to find this statement " This issue has been verified with the

Humane Society International by ocoulibaly " I NEVER, repeat NEVER

said to anyone that we (HSI) has " verified " this problem, all I ever said was

that " we are aware of this situation " because we received tones of email about

it. I provided the contact information of Wu Hung at E.A.S.T so that you can

direct your inquiries to him. His organization, Environmental and Animal Society

of Taiwan is very credible with the government. Thus they could have more power

in stopping this if it's indeed happening than the HSUS can. His address is:Wu

Hung c/o eastmail

Saying that HSI has verified this issue is a FALSE STATEMENT, please rectify

this problem.

Thank you.

FYI,

This is a the reply that we have received this morning:

To anyone who is deeply concerned about the dogs on Wu-Chu Island:

Republic of China is a democratic system country. Any action, which

violates the right given by the constitution of ROC, will receive severe

punishments. Thanks to the world wide animal protectors' care, comment, and

suggestion of the abandoned dogs incident on Wu-Chu Island.

The Animal Protection Law has been enforced for five years in

our country. Loving and respecting the life becomes our target. Wu-Chu Island

is a military base and located secluded. However, it is still under the control

of the law. We will not allow any break by few people's improper acts of

military. We will strengthen the investigation and handling to carry out

protecting animal.

Every commissioner is taking account of this incident. Here

are the acts of Marine:

1. Cooperated with " Department of Agriculture " and the

" Government of Gin-Men County " aggressively and set up an investigated team for

this case. According to the investigation, there was no such inhumane action.

2. The Headquarter of Wu-Chu also did the survey among the

soldiers. The results were that a dog was expelled due to his shuttled around

and barked during assembly and a dog hurt his spine and leg by fell down

incautious during his roaming through short wall. Besides these two incidents,

the dog abusing action was not found.

3. Completed the investigation and settlement of dogs (47 in

total) in military base. Appointed someone to take care of them and set up

files for management.

4. Consistently educated soldiers about the animal protection law

and demanded the cadres to execute thoroughly.

Chinese Marine Corps is marked as stringent training and impartial

military discipline. We wouldn't allow any soldier to destroy such honor. We

highly hope those animal protectors can provide any specific evidences of dogs

abusing to us. We will have completed investigation and the violator will get

server punishment.

MessageDear Oulie,

Thank you, I appreciate your apology, and concession that you should have worded

your first reply to me differently. I would never have included a statement in

any of my alerts, that any org. has verified the info. contained in the alert,

if I didn't believe that it was so. It was your reply to me, that made me author

and circulate the email about the Taiwan military's alleged cruelty to animals,

with out seeking further verification.

I find it hard to believe that this incident was not just an honest mistake on

your part. We all make mistakes, and I don't feel that this one caused any harm,

except for some people who are out to do harm to me and my efforts to help the

animals. Two organizations, in a collaboration of effort, are circulating an

email that is irresponsible and erroneous about my alert in this issue. I will

have to deal with this issue in the same manner as they are, and it may become a

media issue before it is over. I want to assure you, that I do not hold you or

HSI responsible, and will do nothing to cause HSI any harm. I only ask that you

keep me apprised of the situation in Taiwan.

As you mention, it is our common goal to help the animals worldwide and I am

sure that you are every bit as dedicated to that end as I am. My only concern

about this issue are the animals, and I will find the truth. The original source

of my info. about this issue, fully believes that the cruelty exists today and I

can't ignore that.

Thank you for caring about the animals.

Sincere Regards,

Rita

RE: HSI verification of Taiwan military abuse of dogs

Dear Rita

First of all, I admire and respect your work in the animal welfare

organizations. We are all working towards common goals to help the animals

worldwide. So I wouldn't dare try to ruin your reputation in any way in the

animal rights community. I think there was clearly a misunderstanding and or

miscommunication, when I said in my email that we are aware of this situation I

meant to say that we have received many emails regarding this situation, and are

working to do something about it, if it's indeed happening. In any case we

generally tell people to write to the embassy and or government agency about

cases like this. Perhaps I have to better my wording when replying to inquiries

like this (lesson learned). I apologize if I offended you in any way, it was

clearly not my intention.

PS: I copied everyone so that they know that it wasn't your fault or anything,

it was just a misunderstanding. For further questions, inquiries about any

anything related to this issue please contact Wu Hung at eastmail

Thank you.
