Sunday, August 10, 2003 Hamilton, Ontario: The owner of 10 Peruvian walking horses that were seized by the Hamilton\Burlington SPCA on July 30th, from an address on Book Road in Ancaster, paid the Cost of Removal at the Hamilton\Burlington SPCA located at 245 Dartnall Road within 2 hours of Saturday's 5 p.m. deadline. Having paid the Cost of Removal, the horses will be returned to her. The owner has made arrangements for the 10 horses, 2 with foal, to be kept at a location outside the jurisdiction of the Hamilton\Burlington SPCA. Inspectors of the local SPCA in the area where the horses are to be moved to will inspect the new property early next week. Once the new property has been inspected and complies with an Ontario SPCA Act Order setting conditions including the ability to provide proper food, shelter and medical treatment if necessary and the Recommended Code of Practice for the Care and Handling of Farm Animals, the horses will be released to the owner from the facility where they have been treated and cared for the past 10 days. If the new location does not meet the conditions set out in the Order issued by Animal Protection Officer Vivian LaFlamme, the horses will not be released. The owner must then find a new location that meets with all the conditions and stipulations in the served Order. The Hamilton\Burlington SPCA will be closely monitoring the treatment and condition of the 10 horses at their new location with the co- operation of the local SPCA responsible for the territory in which the owner and horses will be residing. Charges in this case are pending. Members of the community are urged to contact their MP to express their feelings about Bill C-10B, and encourage Liberal Senators to accept the changes to Bill C-10B agreed to in the House of Commons on June 6. Bill C-10B, An Act to amend the Criminal Code, is the first major amendment to the Cruelty to Animals sections of the Criminal Code since these laws were originally enacted in 1892. The new Bill moves animals out of the property section of the Criminal Code, and provides tougher punishments for killing or harming an animal, or for failing to provide adequate care.
