The Manifesto, which any party or individual is free to adopt in whole or in part, sets out a programme of reform of legislation which the new Scottish Executive should either enact or seek to promote. It makes a number of calls, including: The establishment of an Animal Welfare Minister for Scotland. The introduction of an Animal Welfare Bill to consolidate and to bring up-to-date the legislation affecting animals in Scotland. A ban on the use of animals in circuses. An end to the tail-docking of dogs for cosmetic purposes. A ban on the use of both airguns and crossbows in public. A ban on the use of all snares to trap animals. An end to the factory farming of broiler chickens, turkeys, ducks and other birds. A ban on the keeping of egg-laying hens in battery cages. A ban on the keeping of pigs in farrowing crates. An end to live animal exports from Scotland for slaughter or further fattening. An end to the slaughter of animals without pre-stunning. A copy of the Manifesto has been sent to all political parties and candidates. Les Ward, Director of Advocates for Animals, said: “Scotland has already taken the lead on an issue that Westminster has failed to resolve for decades, that of ending the brutal and barbaric practice of using dogs to chase, attack and kill wild mammals. The next Parliament needs to continue with more detailed work. The welfare of animals is important to the majority of people in Scotland. We believe the Manifesto represents much of what the Scottish public would like to see and is achievable with the will and the commitment of politicians. It was once remarked that the greatness of a nation and its moral progress can be judged by the way its animals are treated.
