Dear President Kuchma,

 

I am writing to request that you take immediate steps

to introduce animal protection laws in Ukraine. I am

gravely concerned about the barbaric and cruel methods

of stray animal control that are practised in your

country. Such methods are simply unacceptable in

modern society and must stop.

 

Even in your capital city of Kiev over twenty thousand

dogs and countless cats are inhumanely killed every

year. The skinning of animals, some who are still

conscious, is practised. Other animals are sold to

experiment laboratories where unregulated abuses are

carried out.

 

Apart from the terrible cruelty involved, these

methods do nothing to address the problem of stray

animals on the streets. The citizens of Kiev pay a

very large fee every year for a licence to keep a pet

animal. These funds should be used to introduce

neutering schemes. The senseless killing will do

nothing to tackle the core problem of stray animals.

 

There is no excuse for failing to introduce laws on

stray animals. Your national society the Kiev SPA-SOS

has already presented a comprehensive and workable

draft ordinance on humane stray animal control to the

Kiev authorities. National animal protection laws have

also been drafted by the society. But it is clear that

those responsible for stray animal collection in Kiev

prefer to continue with their barbaric methods.

 

Please do intercede. Stop the barbaric cruelty and

ensure that a proper legal foundation for animal

protection is created in Ukraine.
