This spring, a woman in her 60s from Fujishiro, Ibaraki Prefecture, started having trouble with a crossbred dog she was keeping in her apartment. The woman said she was " too busy with work " and had no time to walk the dog, and would leave the canine out on the veranda of her apartment, where it would do its doggy business. The resulting bad smell that wafted across to nearby apartments forced neighbors to keep their windows shut all the time. Makoto Kishikawa, the representative of the apartment's pet-owners association, stepped in to lend a hand. He suggested putting the dog into foster care, and looked for other ways for the dog to be taken for walks.
