Please write to Minister Kim Chance and Premier Geoff Gallop of Western Australia. Please ask them to pass the new Animal Welfare Bill through West Australian parliament now. It has been over 80 years here since any review was made of the Act covering animal cruelty. The animals need your help!! Please write!! The Government in Western Australia has nearly finished sitting for the year. They are trying to turn the new Animal Welfare Act into a political football. The Labor Party are being accused of not giving the new Animal Welfare Act priority and the Liberal Party and the Greens want the Act to become law this year. The Labor party is in power. Premier Geoff Gallop, head of state in Western Australia and Minister Kim Chance both have the power to get this Act through. Please help the animals here by asking them to pass the new Animal Welfare Act here now. Please be a voice for the animals and write now! kim-chance geoff-gallop Kind regards, Marguerite (Please see below) Date 14:55 Nov 6 Subject Animal Welfare Bill Minister Stephens announced twice this week on radio that the Bill was going to be debated and passed in the next four weeks before the Xmas closure of the Upper House. But we have today had information that makes his claims suspect. See the email details below. In response to your call I can say that the Act, if passed in its present form, will provide the framework for an upgrading of general animal welfare. The Bill includes an introduction with an implied duty of care towards animals and a provision requiring consideration of " community expectations " . This is a substantial upgrading from the present Act which simply defines certain acts of cruelty. Protection for animals of a particular class or species is then provided through Regulations after the Act is passed. As you would expect, we have a number of recommendations in respect of Regulations covering animals of a particular class or species, and we have been anxious to get the Act passed so that we can then go into persuasion mode for specific animal classes and species. You might expect this to include exotic animals used in travelling circuses, certain species or classes of animals used for scientific purposes etc. Amendments seeking the inclusion of protection for some specific species (such as circus animals), but omitting others, is not in our view good law, and will not advance the passage of the Act through the Parliament. " ......... I have just heard (unconfirmed as yet) that the government has published a list of the bills they intend to get through before Christmas and the Animal Welfare Bill isn't one of them. If this is true, then obviously its very disapointing to the Society (especially after all the promises made on your shows, and a futher promise that was made on the evening news last Friday night that extra sitting time would be asked for to get it through before Christmas.) .....
