HUMANE SOCIETY OF THE UNITED STATES

Press Release, 13 December 1999

HSUS UNDERCOVER INVESTIGATION DETERMINES AMERICAN RETAILERS ARE SELLING DOG

AND CAT FUR PRODUCTS

HSUS Warns Consumers to Beware of Dog and Cat " Collectible " Figurines

WASHINGTON – The old adage – " Let the buyer beware " – has taken on a new

urgency this holiday season thanks to an ongoing investigation into the

international trade in dog and cat fur by The Humane Society of the United

States (HSUS).

The undercover investigation into the international dog-and-cat fur trade by

the HSUS, the nation’s largest animal protection organization, has

discovered that American retailers, including Hallmark and Ben Franklin, are

[unknowingly] selling " collectible " dog and cat figurines made in Asia of

actual dog and cat fur, said officials of The Humane Society of the United

States today.

Forensic analysis of fur-covered animal figurines made in China and sold in

gift and novelty stores throughout the United States, determined that many

are made with real cat and dog fur. HSUS investigators were able to purchase

these figurines throughout the United States, including a gift shop at

Reagan National Airport in Washington, DC; a Hallmark store in Studio City,

CA; a Ben Franklin in Fredericksburg, VA; a craft store in Gaithersburg, MD;

and a boutique in the heart of New York City’s fur district.

" These figurines represent yet another terrible manifestation of the

international trade in dog and cat fur items, " said Rick Swain, HSUS Vice

President of Investigative Services. " Tens of thousands of these are

imported into the United States every year. Many are sold in small

mom-and-pop retail and novelty stores, but some have found their way into

major retail national chains. "

Swain estimates that more than 40,000 cats and dogs are slaughtered each

year by China’s largest manufacturer Shangdong Heze Prefecture Import and

Export Corporation (SHP I & E) to make these figurines for import to the

United States. He says that these figures " represent only the tip of the

iceberg, " that the trade in dog and cat fur products in Europe and other

international centers may dwarf the amounts coming into the United States.

" Virtually every animal byproducts company in China manufactures these

figures as either a main product or as a sideline, " said Swain. He estimates

that as many as 20 different companies manufacture the figurines for export.

Posing as an importer, a HSUS investigator infiltrated Chinese warehousing

and manufacturing centers in Zhengzhou, Heze, and Qingdao in northeast

China’s Shandong Province, the center of China’s cat and dog fur trade.

The HSUS investigator caught on tape vast factory workrooms staffed with

children and young women assembling cat figurines on rows of tables,

surrounded by fur pelts and plastic forms, as well as showrooms stocked with

the finished product. Asked through translators what kind of fur these

figurines are made of, the Chinese managers admit that the fur is actually

" real cat. "

Typically, the figurines are cheaply made and sell for $25-$35 (though

life-size tiger figurines made from dyed dog fur retail for up to $5000).

Matching pelts from one or more animals are stretched over a plastic form

and glued on. Plastic eyes, whiskers, and other finishing details are added

afterward. The result is a crude, ersatz cat or dog ready to be shipped

abroad and sold through various importers to unsuspecting retailers.

This is the second phase of an ongoing investigation into the international

dog and cat fur trade. An earlier 18-month investigation (1997-98) by HSUS

discovered that more than two million dogs and cats are killed each year in

China and the Philippines for use in the international fur trade. The

majority of these animals are used in the manufacture of fur clothing and

accessories worldwide. In the United States, dog and cat fur is sold as trim

on garments and decorative accessories. Dog and cat products are usually

sold under pseudonyms. Dog fur is often labeled as Gae-wolf, Sobaki, and

Asian jackal, among other names. Cat products are sold as Wildcat, Goyangi,

and Katzenfelle, to name only a few.

More tragic are the means used to kill these animals for their fur.

Investigators witnessed dogs and cats killed by hanging and slow

suffocation, clubbing and bludgeoning, and being allowed to slowly bleed to

death. Dogs and cats are often skinned alive.

" Twenty-five years of police work have not prepared me for the level of

cruelty I have witnessed in China. The suffering of the dogs and cats is

beyond description. It is something I will never forget as long as I live, "

said Swain.

The findings of the original investigation were broadcast by Dateline NBC in

December 1998. The resulting publicity led to a spate of new leads in the

ongoing investigation.

" We received tips about possible dog or cat fur figurines from people all

over the country who spotted them at gift stores, flea markets, and other

venues, " said Swain.

Working with customs officials and local Humane Societies and SPCAs in

southern California, HSUS investigators traced the bulk of the animal-fur

figurines coming into the United States to several import companies, notably

V & T Trading in Los Angeles, Guo Hua Traders, Inc., based in Rosemead,

California, and VIP Eurocraft of New York.

As a result of the original HSUS investigation, federal legislation to ban

the manufacture, sale, and possession of products containing dog or cat fur

in the United States has been introduced in the U.S. Senate by Senator

William V. Roth, Jr., (R-DE) and in the House by Representative Jerry

Kleczka (D-WI). The Dog and Cat Protection Act (S.1197 and H.R. 1622) will

likely be signed into law this coming spring.

The HSUS is the nation’s largest animal protection organization with more

than seven million members and constituents, and is headquartered in

Washington, DC.
