This is much stiffer than the current penalties of a $500 fine and a possible 6-month jail term. The amended Animals and Birds Act will also give the Agri-Food and Veterinary Authority of Singapore (AVA) the power to enter and search any premises where they suspect pets are being ill-treated. This was announced by Minister of State for National Development Vivian Balakrishnan in Parliament on Monday. He said, " When we are talking about cruelty to animals, we are not talking about stomping on a cockroach or killing a mosquito. We're talking about the need to have the ability to intervene when people indulge in acts that go against our social norms, or cause distress and pain to fellow human beings.
