Stiffer penalties announced to prevent cruelty to

animals

By Farah Abdul Rahim

The next time someone abandons or ill-treats his pet,

he will face a $10,000 fine and possibly a jail term

of 12 months or both.

This is much stiffer than the current penalties of a

$500 fine and a possible 6-month jail term.

The amended Animals and Birds Act will also give the

Agri-Food and Veterinary Authority of Singapore (AVA)

the power to enter and search any premises where they

suspect pets are being ill-treated.

This was announced by Minister of State for National

Development Vivian Balakrishnan in Parliament on

Monday.

He said, " When we are talking about cruelty to

animals, we are not talking about stomping on a

cockroach or killing a mosquito. We're talking about

the need to have the ability to intervene when people

indulge in acts that go against our social norms, or

cause distress and pain to fellow human beings. Let me

assure the House it's all about human beings, it's not

about animal rights. "
