the Rabies ordinance.

>He gave technical assistance to kill dogs on the spot using strichnine It

was described in the 22nd Saturday 2000 Island news paper.

>.I started a birth control programme on 1999.Then when I got to know that

the Municipal has a plan to make a dog catching van I personally appealed

to Dr harischandra to not to do that .He refused and they killed so many

dogs violating the rabies ordinance till early months of 2002.Not only that

he supplied rabies vaccines to Kotte and they charged 56 rupees when it is

injected free of charge in other areas of the country.It was reported and

exposed in the news papers but he did`nt correct that

>If the Kacpaw want to have this kind of person to speak about Humane method

of Birth control .Actually he should be removed from his post for the

malpractices he has done .We have complained his wrong things he has done

and Health Minister

>asked him to explain the reasons for doing that.Now he has to explain the

reasons and meanwhile he is using your organsation to cover his wrong doings

..It`s a pity your organisation was used as a sheep clothing

right news papers exposing what he has done and Why WSPA is using animal

abusers for their work.His hands are covered with blood .He was making money

making dog atching vans.

>I think Osama Bin Larden can speak about human rights if Harischandra has a

right to speak about animal rights .I have respect for WSPa.So Please send

my letter to your superiors.I am waiting for a reply.If Kacpaw will not

change the agenda within a week I have no alternative but write to the news

papers.
