This is the final preparatory meeting for the World Summit on Sustainable Development to be held in Johannesburg, South Africa, from Aug 26 to Sept 4. The summit is a 10-year review of the 1992 Earth Summit in Rio de Janeiro, Brazil, and aims to reinvigorate the global commitment to sustainable development agreed to at Rio. The two-week Bali meeting will decide the outcome of the Johannesburg summit as it will finalise the documents for three key programmes to be endorsed in South Africa: l An implementation programme containing recommendations on a range of issues from poverty reduction to limiting unsustainable patterns of consumption and protection of natural resources and ecosystems. l Voluntary partnership initiatives to carry out sustainable development projects. l A political declaration that heads of state and government will adopt in Johannesburg. The implementation programme includes a Poverty Eradication plan which aims to reduce by 2015 the number of the poor who live with incomes below US$1 (RM3.80) a day, who suffer from hunger, have no access to safe drinking water and improved sanitation, are not engaged in industrial development and are slum dwellers. Also being proposed is a 10-year programme to change unsustainable patterns of consumption and production. Recommendations here include using incentives and support schemes to increase investment in cleaner production and eco-efficiency; enhancing corporate, environmental and social responsibility as well as accountability; minimising waste and maximising re-use and recycling to improve resource efficiency; and promoting an integrated approach to policy-making for transport services. These recommendations will form the basis for voluntary partnership initiatives which the Summit is hoping to encourage between governments, the private sector and citizen groups. It is believed that such initiatives can lead to tangible results in fighting poverty and improving living standards while preserving natural ecosystems and resources for future generations. The Bali talks will include a High-Level Segment from June 5 to 7, where several hundred government ministers will put their weight behind the negotiations. When the meeting closes on June 7, ministers are expected to adopt documents which will be forwarded to the Johannesburg Summit.
